Bilour directs early completion of Karachi Circular Railway

Minister for Railways Haji Ghulam Ahmed Bilour Friday directed Japan International Cooperation Agency (JICA) and the concerned ministry officials to expedite work on Karachi Circular Railway project.

In a meeting with a six-member JICA delegation of technical experts headed by Ken Kato, the railways minister said delay in project has raised serious concerns among the public facing acute transport problems.

The Japanese delegation expressed satisfaction over performance of the Karachi Urban Transport Corporation that has completed maximum of the task assigned to it regarding the circular railway project.

The delegation informed the minister that a team of technical experts would reach Pakistan in June this year to survey design of the project that would also comprise its geo-technical investigation.

Ken Kato apprised the minister that following the appraisal mission project; Japan would hold detailed discussion on the provision of loan facility and ascertain the time period for the purpose.

The railways minister assured Japanese delegation of all possible cooperation in execution of the multi-billion project.

KARACHI: The $1.5 billion project of the Karachi Circular Railway is once again facing a delay due to a lack of interest shown by the Sindh government. The Sindh Revenue Department has not yet approved the transfer of land due to which the work could not be started on the project, sources said.

Transfer of land by the Pakistan Railways to the Karachi Urban Transport Corporation (KUTC) though the Revenue Department has not yet been made official due to which there is no progress on the project. The matter has been under correspondence with the Revenue authorities for the last two years.

The issue was raised in the last meeting of the KUTC Board of Directors held in November 2010 in which the Sindh chief secretary issued orders for immediate sending of the summary to the chief minister for approval of the land transfer.

A high-powered delegation of Japan International Cooperation Agency (JICA) is visiting Pakistan next week and will review the steps taken for the project. According to sources, it is feared that due to negligence on the Circular Railway project, the JICA delegation will likely provide a negative report leading to denial of a Japanese loan.

It may be recalled a $600 million loan of the ADB for improvements in the transport sector of Karachi has already been denied due to the lethargic bureaucratic attitude. The JICA will provide 93.50 percent funding for the $1.5 billion project with only 0.2 percent mark-up.

The matter of resettlement is also lying pending. The KUTC has completed all its preparations, which also includes a study for resettlement. However, illegal transgressions on railway lands have not yet been removed due to the non-cooperation of local administration.
 
The Karachi Circular Railway revival project includes the transformation of the old Karachi Circular Railway (KCR) into a mass transit system. The total length of the railway line is expected to be 50km and will cost about $1.58bn.

Opened in 1964, the route of the old KCR started from Drigh Road and ended in Karachi. The railway ceased operations in 1999 after it suffered huge losses. In 2005, however, revival plans for the railway were initiated to fulfil the growing transportation needs of Karachi.


Karachi is among the biggest cities in the world with a steadily growing population. It is estimated that the city's population will increase from 18 million in 2009 to 27.5 million in 2020. The projected population growth generates the need for an efficient mass transportation system.

In May 2008, a semi-autonomous entity, the Karachi Urban Transport Corporation (KUTC), was incorporated to execute the project. Work on the project is scheduled to start in 2010 and will be completed by 2014. Following revival, the KCR will serve about 700,000 passengers per day.


The execution of the project, however, is facing a few hurdles in land acquisition. Several households have been illegally living along the right of way of the proposed KCR. A resettlement action plan study was proposed to identify and provide land for the people affected by the project.

Following completion of the study, the land needed for the project was to be transferred to the KUTC. The resettlement study, however, has not been completed, and therefore, the project can not yet begin.

Karachi circular railway (KCR) revival project

A feasibility study for the revival of the KCR was conducted by Japan External Trade Organisation (JETRO) in 2006. UK-based Scott Wilson Railways was appointed to validate the report prepared by JETRO.

Japan International Co-operation Agency (JICA), which is funding the project, sponsored a final study prepared by Special Assistance for Project Formulation (SAPROF). US-based consultants Louis Berger validated the final report.


The study prepared by JETRO recommended that the project should be executed in two phases. Phase I of the project will include a 28.3km circular section from Karachi Cantt to a proposed station at Gulistan-e-Johar. About 9km of this section will be elevated.

Phase II will consist of the 14.8km circular section from Gulistan-e-Johar to the proposed station at Liaquatabad. This section will have two dedicated tracks along the main line.

Phase II also includes a 5.9km airport line from Drigh Road to Jinnah Airport. This extension will either have an elevated or underground track. Other bridges, culverts and underpasses, wherever necessary, will be constructed for the project.

Japan International Co-operation Agency (JICA) is providing the entire funding for the project through a soft loan. The loan is payable in 40 years by the stakeholders of the City District Government Karachi, Pakistan Railways and Government of Sindh (KUTC). The KUTC is planning an international tendering process for the project, which will be awarded on a turnkey basis. The winning contractors will operate it for the first two years of operation.

KCR line routes

The modernised KCR will follow a circular path, covering Karachi Cantt, Karachi city, Wazir mansion, Liaquatabad, Depot Hill, Drigh Road and Departure Yard. The extension towards the airport will start from Drigh Road and follow the path of the Pakistan Railways towards the airport.

The existing KCR has about 22 level crossings. Since the railway line passes through the major commercial areas of the city, these level crossings need to be removed to ensure that trains can operate at the proposed 6min headway. The level crossings are expected to be removed and replaced by underpasses or overpasses.

Rolling stock

The new KCR will be served by electric multiple units (EMU) with a capacity to carry 1,400 passengers. The maximum speed of the EMUs will be 100km/h. About 290 trains are expected to operate daily at a six-minute headway.

KCR signalling and communications

The project will feature modern signalling and telecommunication system. An automatic train control (ATC) system will also be set up for the railway.

I smell a scam there, as in India we have build:

The total length of the line is 22.7 km of which 15.7 km of the route is underground and 7 km is elevated. The trains travel at up to 135 km/h.

(Presently the Delhi Metro network consists of six lines with a total length of 189.63 kilometers (117.83 mi) with 142 stations of which 35 are underground. It has a combination of elevated, at-grade and underground lines + Delhi Airport Metro Express of 22.7 kms.)

yes google baba is my friend .. KCR is old name of karachi's inter city railway transport service they are giving name to this train same as old one but this one is metro ...

20 years back KCR was surrounding city of karachi but now the old existing tracks are coming with in the city now we are going to use the old tracks and paths for the karachi metro project

Around 11.6km of the line will run underground and 15.4km will be elevated. The line will have 12 underground and ten overhead stations. Construction is scheduled

Why are you saying Indian motorways are bad troll. Have you even been on a Indian motorway or have a read a article about India motorway. Well I can tell you for a fact you troll, that England and Indian motorway dont have many differances. Both are good, but India is slightly better only because its newer.
 
Land acquisition will be Complete in 2010-11 and construction will begin in 2012 in Phase-I Green line Inshallah

Feasibility reports completed but funds are not available Shahbaz Sharif is trying to attract investment from Arabs and Chinese.

The Green Line is expected to cost $2.4 billion dollars US to construct and will extend from Shahdara to Hamza Town. The total length of Green Line is expected to be 27 km, with 11.6 km underground and 15.4 km overhead.There will be in total 12 underground station and 10 overhead stations built.

The project is affected due to PPPwalas tussle with Nawaz Family otherwise funds are available.

If center is not interested then Punjab Govt should contact China for the project.
