what is this ladi gang? just bunch of decoits or political wing of any party. They seemed pretty armed, like border smugglers. I know that Chotu gang had some political backing.

I have been told this by someone who has spend 4 years in that region, Ladi group was backed by Khosa's. In other words khosas used them as their armed wing to terrorize general public. For last few years Ladi group has developed differences with Khosas and khosas being part of ruling party PTI decided to make them learn lesson for disobeying them. So thats why this operation is started.
To understand it properly you need to understand how things work in tribal areas. DG cement factory required water supply for their factory. So they put a pipeline to fetch water from few km from river. To help locals they installed water taps/wells along with it. Khosas send these armed ladi gang and forced them to remove those water stations saying you want to turn people against us. For a long time one of the most powerful man of Pakistan Mian mansha use to give bhatta to khosas as a protection money for dg khan cement factory. So long story short ladi group was created, used by khosas and now due to some reason they developed differnences and khosas want to make them learn lesson.

That is the issue. If Govt cannot protect people from mafia, then who will invest in Pakistan. Like overseas Pakistanis investing in property. Or like inter-provincial investments.
Like this Quetta lady who invested in a house society in Lahore.

Point is, these mafia not only degrading law and order situation but discouraging foreign investment, and hence killing the economy.

Same old story. US though it can control Al-Qaedah, and it couldn't. Army thought they can control ML N or MQM but they couldn't.

The rebels/corrupt people just listen to their lust for power and money, from the beginning. They can be obedient to the govt/politicians till they get the power. Once, they consolidate, they then bite you as you are preventing them from absolute corruption and control.
