Imo, kowsar has lots of potential as a light fighter, but to achieve this, there are just some stuff that have to be changed and added to make it a true multirole light fighter that can act as the F-18 but with smaller payload.

The things that should be added or changed are:
- New turbofan engines with more thrusts.
- New ARH air to air missile.
- Increase in the wingspan and the wings should be connected to the upper part of the fuselage.
- The addition of a cheek pylon similar to the F-18 and the development of a special targeting pod to be placed on that pylon.
- Addition smart air to ground bombs which should be very easy to do.
- Addition of HOTAS controls for easier management of assets available.
- A data link system that connects the kowsar to the AD systems all around iran, drones and other planes equipped with the data link system.
- Aerial refueling ability.

Other optional things that can be added are:
- A helmet mounted display with both air to air and air to ground functionality.
- SEAD, antiship, light cruise missiles.
- Jammer pods.

The new engine would be a slight challenge but iran is already working turbofan engines, so it should be easy to develop an engine for the plane if they have the knowledge. The ARH missile shouldn't be that hard as iran already has experience in this field, they should just develop a good engine for the missile and a good design. The design changes need some research and work but are possible. The HOTAS should be worked on to make it easy to use and efficient. And the rest of the work is just coding to make the plane's systems compatible with the weapons that should be added.

- Add a single, reliable RD-33 copy to it, replacing the Owj, hopefully not a J79 variant called J90.
- Put an X-band AESA into a modified larger diameter nose (moving guns away), based on Bavar-373 engagement radar tech. Also add IRST with new high performance Iranian TI sensors.
- Make it even lighter to allow for longer range/speed/payload.
- Use advanced missile tech. from SAM projects for a good BVR missile.

Rest stays as is.

This would be a cheaper and better light fighter option than the JF-17.
Enough for tactical fighter tactics of scrambling, escorting, intercepting, visible deployment to fronts and shadow boxing with the opponent.
An affordable 4-4,5 gen. solution for the IRIAF to keep its structure and manpower in place and counter regional adversaries. This could also become a good export product.

Then in 2025-30 time-frame and with experience from F-313, develop something that creates a serious added capability that can complement and compete with BM, CM, drone and SAM forces: A long range, X-band stealth, high speed interceptor and CM delivery bomber.

Iran did something similar with the Raad air defense sytsem (not Tabas/3rd Khordad): A very good asymmetrical low cost solution building up on legacy systems.

I was thinking so double turbofan engines in the size of the current owj just because of reliability reasons. But a single RD-33 still can do, and the wings position should be changed to allow for bigger intakes and the wing area should be increased for bigger payload and more lift. And the reason I am saying that the wings position should be moved is to give the ability to add cheek pylons similar to the F-18 as those are really useful and can carry different types of pods like targeting pods or jammer pods if iran can make one in that size, or they can be used to carry air to air missiles.

I think that one of the most important things that should be added is a secure data link system between anything that has a radar or the ability to find and mark targets, whether It be on ground or flying. A data link system adds lots of abilities that are very useful. I have no idea what the radar on the current kowsar is, but from the pics I have seen, I can guess that it has a medium range against aerial targets, something around 120km. I think that a radar with a range between 150 to 180km is the best for this aircraft. And with the addition of a secure data link, the aircraft doesnt even need to use its radar while in iranian airspace, as the data link can be used to connect the aircraft to different AD radars and used them instead of the aircraft's radar to engage and guide the missiles. This thing would increase the survivability of the aircraft and add some sort of a stealth capability to it, as the aircraft's radar can be turned off to avoid detection by the enemy's RWR. And the aircraft's radar should only be used outside the iranian AD radar coverage only to engage enemy targets, or for air to ground and air to surface missions.

Another thing that can be done with the structure is to add a double tail to the aircraft similar to what had been done with the saeghe, and then the kowsar's airbrakes can be removed and the rudder should be used as an air brake. This will free up some space under the aircraft that can be used for anything. And this modification should be applied if the aircraft's wings are moved above the intakes.

Sometimes, even these old tactics work very well, especially with a country the size of iran where it has to station AD systems in several places to cover the borders and important locations, although it's normal that iran wont cover the entire airspace, but such capabilities can still be used.

But this kind of automatic interception can easily be Jam by long range ECM aircraft like US J-star or J-8 @hussainb72
