There is no reason for Putin to "start aggressive action in Azerbaijan". Initially Russia did almost nothing when Ukraine was overthrown, most of the aggressive action was on the Ukrainian side such as Maiden morons massacring innocent people in Odessa, then Ukrainian National guard attacking and shooting at unarmed civilians at polling stations, as well as National Guard attacking police that refused to take orders from them.
Ukraine poured gas on the fire, many of the people in eastern that initially stood up to the Ukrainian puppet thug government were locals and civilian volunteers from Russia, Belarus, Serbia, ect. Russia only started getting more involved when the Ukrainian government started to commit war crimes against the civilians.
Of course Russia wants good relations with Azerbaijan and for the most part does have good relations but even if things went bad their is no political parallel to Ukraine that would warrant any "aggressive" actions.
