Yes. Only last option is realistic and feasible.

There should be a plebiscite in whole of India on whether we should grant independence to Kashmir. Why should 0.0005 % Valley muslims decide the fate of Kashmir. It will be decided by the 1.2 billion Indians. Victor will be decided by Majority
