ISLAMABAD, Pakistan — The chairman of the Joint Chiefs of Staff, Adm. Mike Mullen, arrived here on Monday to emphasize America’s eagerness to help Pakistan in its fight against foreign terrorists and homegrown militants operating in the country’s northwestern tribal areas.

Admiral Mullen said the United States was willing to offer assistance for things like training, transport helicopters and night-combat operations, but he stressed that he was bringing no specific proposals on this visit and that he would await formal requests from Pakistan’s military.

The trip by Admiral Mullen, America’s highest-ranking military officer, is his second here in less than a month, and it underscores Washington’s view of the vital role Pakistan plays in the global counterterrorism effort.

But it also highlights the delicate nature of the relationship between the countries, in which the United States cannot be seen as dictating combat missions on Pakistan’s sovereign territory. This is especially true as Pakistan struggles to form a new government after a humiliating election loss for the governing party of President Pervez Musharraf, a close Bush administration antiterrorism ally.

“This military-to-military relationship is really critical,” Admiral Mullen said. He summarized his message to Pakistan’s military leadership: “We are anxious to assist. Tell us where you need assistance.”

During his visit here, Admiral Mullen will meet with Gen. Ashfaq Parvez Kayani, who last year became Pakistan’s new army chief, a pillar of national power, when Mr. Musharraf gave up that post to serve solely as a civilian president. The admiral will also meet with Gen. Tariq Majid, chairman of the Pakistani Joint Chiefs of Staff Committee.

Speaking to reporters aboard his airplane as he flew into Pakistan after a two-day inspection tour of Iraq, Admiral Mullen was asked whether General Kayani was at risk of being seen as too close to the United States.

“One of the messages that I want to make sure that I am very consistent with is: We are there to assist where he wants us to assist,” Admiral Mullen said.

Admiral Mullen did not discuss any of the various proposals being drawn up by the American military to assist Pakistan.

But an American plan described by senior officials, and now under review by the United States military’s Central Command, would send about 100 troops to help train the Frontier Corps, a Pakistani paramilitary force that both nations describe as the vanguard in the fight against Al Qaeda and the Taliban in the restive tribal areas along the border with Afghanistan.

Other American officials say the eventual number of trainers would be much lower, no more than two dozen.

During his visit last month, Admiral Mullen met with the chief of the Frontier Corps.

As he arrived in Pakistan on Monday, the admiral said the United States had developed “a fairly comprehensive plan” of assistance to the Frontier Corps, a force of about 85,000 that is recruited from ethnic groups along the border and therefore knows the region’s dialects and culture.

“There are needs in helicopters,” Admiral Mullen said. “There are needs to operate at night.”

He emphasized that those needs were in training and maintenance skills, and he made no mention of American troops entering Pakistan to conduct combat missions, or even to join Pakistan forces on such operations.

The Pentagon has already spent about $25 million to outfit the Frontier Corps with equipment, including vehicles, radios and surveillance devices, and plans to spend another $75 million over the next year. Administration officials say the United States will spend more than $400 million over the next several years to help the Frontier Corps enhance its combat capabilities.

What i get out of this news is that whenever Mullen has came to Pakistan we have seen stricks on terroriests. What it shows that when ever US is about to launch attacks on terroriests they share this information with pakistani military. second is that it also shows that USA is also listening to pakistani military or they are forced or they have no good options other then equiping Pakistani paramiltary forces with new tecnology and warfare and all this is not happening out of blue definatly someone is making this situation and i belive this is a work of GHQ & GOP either way its the same lol. what i belive that Pakistani think tank and GHQ is trying hard to make USA pay for their para-military force's advancment also gaining new tecnology from USA.

We must eliminate all terrorists within our borders, whatever their nationality. If you let them live, they will strike someday and kill innocent Pakistani people.

The Naval college in Lahore was attacked today. If that terrorist was killed by our army, he would not have killed innocents in Lahore.

Why are you feeling remorse for the scum of the earth terrorists such as the man who blew up the Naval college? In all wars innocents suffer and I'm not saying innocent people have not died as a result of this war. But our targets are extremists who want to drag back Pakistan and destroy it.

They do not give a damn about our country. We must eradicate all extremists once and for all and though we may have hardships in the short-term, it will prove very benificial in the long-term. We must not give up the fight. We must take America's help in every way we can to win this war.

Terrorists need to be shown that no amount of suicide bombings will deter us from defeating and eliminating them. Enough is enough. Their violent acts and the innocent people they have already killed are enough reasons to after them.

Only 3000 Americans died and they went crazy around the world to take revenge on those who killed their citizens. Yet a lot more Pakistanis have died and even then ordinary Pakistanis refuse to support the war on terror? It truly baffles me.

We are on the right path in fighting these extremists and terrorists, but we also have to keep in mind where these people are coming from, and our nation has to realise the need for our government to be an ally of US in this situation.

But unfortunately very few people realise this and majority is brainwashed by the hands of agents like Aitzaz Ahsan, NS, who have stabbed the thinking of a common person in Pakistan by applying an extreme ideology themselves which is not in the interests of Pakistan.
I feel sorry for those people who believe in Aitzaz, his puppet lawyers and NS.

Its the foriegn hand which is not letting Pakistan progress, but in order to progress we have to fight extremism as a nation and not as a one person army, which is not happening.

I , think ADMIRL . MULLEN hasnt ask any question like that , and he cant do even he wanted too, he is in no position to do so.
its all up to CAPITALHILL to decide and deliver, although his vist can be seen as important one ,which can boost more ATTACKS OF PREDATORS flying in GREEN SKYIES these days.
this wouldbe another technical move, to get more support for USAs strikes inside pakistan and sharinng information.

also, make pakistanis agreed onthe aspects of training and to get more troops on ground.

With all due resect I disagree with you. You have a picture of Zulfikar Ali Bhutto as your avatar and by that I get the feeling you admire the Bhutto family. That is fine with me but maybe you forget the real American agent in our politics was Benazir. She was going to let the Americans on our soil and hand over Dr. Qadeer. If Musharraf was the agent these things would of happened a long time ago.

American agent you must be ill informed, Dr. AQ is good friend of the Bhutto family after all Zulfikar Ali Bhutto interviewed him personally and gave him the job, She never said she would hand him over to the west she said she would clear the suspicions of the west by allowing Dr.AQ to by questioned be IAEA under Pakistani supervision.

It amazes me that people go on and on about the AQ Khan episode. Have you all ever thought that maybe what was done had the agreement of AQ Khan for the sake of Pakistan? What if Musharraf had not placed him under house arrest (essentially securing him) and in a covert manner he had been compromised? What would have become of the Pakistani state secrets and the compulsions under which the covert nuclear program was conducted?

So what is all this talk of the US agent? How is Musharraf or anyone else a US agent? Was he planted? Was he sent by the Americans to rule over Pakistan? Lets get off this insanely stupid conspiracy theory and American agent plot for a change please.

Musharraf did what he thought was the right thing to do. Along came 9/11 and he was able to converge Pakistani interests with those of the US. Mistakes were made (as they always are everywhere in the world of geo-politics). NS and Bhutto in their own times made plenty of mistakes.
