No. That's just being too optimistic.
 

Such a beautiful photo of Block-1s. JF-17 block-1s were PAF's most lethal fighter jets when they were commissioned. These Block-1s introduced BVR capability to PAF for the first time. At that time F-16s were toothless in air to air combat as there was no AMRAAM and hence no BVR capability for those. Everyone is defence community used to rate JF-17 far above then F-16 and rightly so. Because BVR-less fighter does not pose a threat to the enemy in air-to-air campaign. Year 2010 added lot more muscle in PAF with advance F-16s, AMRAAMs, and more importantly force multipliers the AEW&C aircrafts.

I'd still rate JF-17 far above then our mighty F-16s because of most valuable item and that is "freedom". Kind of monitoring over F-16s and restrictions regarding integrations feels that aircraft is on rent and we do not own it completely despite paying the full amount.
