Block-III will have structural improvements, more fuel capacity and possibly further reduced RC because of structural changes. So upgrade of all block 1s and 2s which PAF operates may not be possible.

Second, anything above number 150-200 will possibly evolve further into Block-IV. So stopping at Block-III doesn't sound right either.
Could mean MLU-type update, e.g. electronics.

B-3 engine will characterise with new failure detection system, acute surge protection & ice/fire detectors, LP compressor speed governor, LP turbine exit temperature limiter & dual redundant power unit amongst others. Theoretically will have high stall margin under combat and noncombat external environments.

That seems to surpass the 33mk’s technical specifications, considering that thrust could be analogous to reduced engine life for many Russian engines I wonder if our reasons to keep those values same through the initial batch of engines are similar

Failure detection & dual redundant power module is certainly based on series 33.
LP speed governor is mostly collaboration under ToT.
TER has major input from BUAA.

B-2 engine is already carrying failure detection, surge protection detector, the TER, so technically compatible to series 33.
