It is, when influences change, so does the regional dynamics. India is trying to foster upon anti-China stance while China is doing so on anti-India. China's more aggressive stance against some of its smaller neighbor is due to the fact that Chinese now feel that they have the overwhelming upper hand. But their policy is entirely different for big players where they avoid confrontation til the last moment. For example, despite having the ability of overwhelm Taiwan, Chinese are still very cautious because they know a conflict with Taiwan would directly or indirectly involve US. Likewise for Japan and Korea but not in the case of Vietnam or some other countries. You read him wrong. The Mirages are already BVR integrated and hence should be counted in the total number of BVR capable birds that we have. This is what Dazzler was saying.
I dont think they are BVR capable,
they're more of a strike platform, their armaments are rather more suitable for ground attack and strike missions.

New guided weapon systems for air defense, airborne attack and surface-to-surface use have been unveiled at the China Airshow in Zhuhai this week.
An operational Xian JH-7 attack fighter was shown carrying the Norinco GB-6 500 kg class gliding dispenser weapon. It has GPS/inertial guidance and is designed to deliver either runway-destroying submunitions or fuel-air explosive bomblets. It was also displayed alongside a Pakistan Air Force Chengdu FC-17. A similar weapon, identified as CS/BBC5, is a 500 kg unitary glide bomb and was displayed next to an H-6M bomber: the external design is similar to the GB-6 except there are six rather than four tail surfaces.
Mahmood reveals that the type has seen combat in western Pakistan, where it has employed both guided and unguided munitions.
