Japanese uniform is way cooler looking. China uniform is way too colorful, people can spot you a mile away. Using all black might be disadvantageous if it gets too hot in summer though.

It's supposed to be camo. You realize sailors operate on the water? And I think black is a Japanese naval tradition. They wore it all the way back in the 1st Sino-Japanese war.

Camo when you are completely open at sea? Makes sense if you are fighting in the jungles of vietnam not at sea.
