We may develope our fleet only after unifying sub Mekong region. Times to focus on expanding our power to the West, not to the East.
A so called 'modern' weapon like Patriot still can not stop an outdated Scud missile...and we have hundreds to thousand Scud in our stock that enough to destroy any cities in sub Mekong region and forces them to surrender in few hours

Madam, Syrian militants dont have big and rich city or big air base like Bangkok where Scud missile can perform its max power.
That's why you never defeat US armed forces in any single battle until they left Vietnam because their own domestic political pressure not because you had inflict any defeat on them militarily. And sure Thai army today is more capable than today Vietnam given their constant modernization efforts and US critical aid to them
US pilots admitted their lost in 1972 air battle and refused to flight B 52 to HaNoi. US had to withdraw after that cos its soldier didnt wanna fight any more.

CN may have a conflict with JP there cos the SCS(east VN sea) is a crucial ship lane to both CN-JP while it means almost nothing to VN cos our merchant ship dont need to pass through there. We will focus on expanding to the West instead.
