That's not true at all, they have differences in views regarding certain issues among themselves, in other words they work on achieving the very same goal but through different ways, every country chooses the best way it regards as such. AL share the same view regarding Syria except for Iraq which is an Iranian puppet, and Lebanon which is a hijacked country, as well as Algeria which only has reservations, the rest 19 countries share the very same view regarding Syria, although some are extreme and others are moderate.
Iraq is not a puppet or not in Arab control, it is in Iraqi control though what you do not understand is that the middle east is divided between 2 sides.

Besides you should understand that the USA will never allow sunnis to take control of all these lands and form an alliance or agree with each other, they will always keep the middle east at war for the sake of the protection of Israel.
