Firstly, if you are going to communicate in the English language, then please do so with correct grammar and prose.
Secondly, the only period in our respective histories that the Indian Railways and the Pakistani equivalent were comparable was at the time of Independence, since then the IR have improved in leaps and bounds, whereas the Pak Railways have regressed to a dithering shadow of its former self.
Lack of will, etc etc. You know what that sounds like? A great big excuse for failure. A valid one perhaps, but an excuse nonetheless.
All problems are temporary, it just remains to be seen the degree to which it is temporary. Six months, a year or perhaps ten years? It doesn't look like a dramatic change in the fortunes of the PR is anywhere on the horizon.
