you gotta know the timeline.
we have 10 after 11 and 11 is introduced after su-27/30 because we don't have a time machine. if the airforce got 10 at the first place they gonna be more picky on introducing su-30 into the inventory.

China's aerospace and defense industry is currently not as advanced and large in scope as that of the USA.

It's kinda like saying:
If India has the HAL Tejas, why not throw away the SU-30s and forget about buying multi-million dollar aircraft from Europe?
