Pakistan will never want any any involvement of al-qaeda in Indian Held Kashmir. It will be disastrous for the entire region.

The problem is what Pakistan may or may not want, went beyond it's control in 2000s when Musharraf reined in the groups in Pakistan to reduce trouble in J&K with disastrous consequences, which are witnessed in Pakistani society now.

The question of control is relative. I do sympathise with the GoP when it says that it is a victim of terror too. True. But then, the selective approach (which it has to indulge in for it's own survival) will only make it worse. A Catch-22 situation, perhaps?

Another problem is Kashmiri separists are fighting against IA, they are not in favor of suicide bombing to innocents. may be alqaeda wing to kashmir is established by RAW to make a thinking opposition that led to conflict between alqaeeda and Kashmiri freedom fighters IMO. And thus indigenous movement comes to an end. Sad
