This is why there has been an explosion of Korean speakers in Japan and Taiwan's music industry, and China's going through a similar phase.

FAU was being hyperbolic when he said there was 'no point' in learning Korean, but your examples hardly supplant your case. Learning Korean to cash in on the halyu fad? Really? That's even more short-sighted than all the people learning Japanese in the 80's for business. The need for Korean in national intelligence-gathering institutions seems pretty trivial as well - entirely relegated to the academic/government spheres.
