NEW DELHI: Concerned by "religion inspired violence", the Vishwa Hindu Parishad has shot off a letter to 13 Muslim organisations requesting them to
issue a fatwa declaring India as a friend of Islam, 'Dar-Ul-Amn', against which 'jihad' should not be waged.

VHP's Dharm Raksha Manch, a congregation of seers which issued the letter, has asked Ulemas to state clearly that Hindus are not `kafirs' and therefore `jihad' does not apply to the community.

The letter cites examples from the emails released by the terrorist group `Indian Mujahideen' citing religious dictum justifying the terror attacks on Ahmedabad and Delhi.

Asking Muslim scholars to clear such misconceptions, the letter said they should "issue a fatwa declaring that India is not Dar-Ul-Haram i.e. a country against which Muslims must launch a religious war, rather India is Dar-Ul-Amen, a land of peace where all Muslims can practice and propagate their religion uninterrupted."

Addressed to Muslim intellectuals, leaders and Ulemas the letter states "The Dharm Raksha Manch is particularly concerned that Islamic scriptures have served as the inspiration behind these attacks, and concerned that the same might occur again in the future".

The Manch issued the letter to the All India Milli Council, Dar-Ul-Ulum, Deoband, Tabligh Jamaat, Jamiat Ulema-e-Hind, All India Organisation of Imams of Mosques among others.

The missive also seeks that the fatwa mentions in clear terms that all those who do not abide by these facts will not be termed a "true Muslim".

"We are expecting the said organisations will respond to this appeal in a positive manner. We firmly believe that till the time Islamic leaders do not condemn religion inspired violence, terrorism in this country will not come to an end," VHP International President and member of the Dharm Raksha Manch, Ashok Singhal, said.

"If Islam is a religion of peace, as they propagate, then we expect them to issue a fatwa clearing these views," he said.

The Manch also released a 11-point agenda that includes declaring India as a "spiritual nation", construction of a fitting Ram temple in Ayodhya, and declaring bovines, Ganges and Ram Sethu as crucial to the nation's cultural heritage.

Islamic seminary Darul Uloom Deoband on Sunday said it regarded India as Dar al-Aman or a “Muslim-friendly country”. It ceased to be Dar al-Harb or hostile for Muslims with the end of British rule.

The Vishwa Hindu Parishad (VHP)’s Dharm Raksha Manch, or Forum to Protect Hinduism, last week issued a letter to the Deoband clergy demanding a fatwa, or an edict, to declare India as “friend of Islam to end religion-inspired violence”.

“How can a country where you choose your own government be Dar al-Harb?” the seminary’s vice-rector Abdul Khaleque Madrasi said, adding: “If VHP has doubts, a fatwa can be issued, provided the organisation follows the prescribed procedure for obtaining a religious edict.”

Darul Uloom Deoband is a widely respected centre of Islamic education in Uttar Pradesh. Its rulings on religion, philosophy and lifestyle are obeyed and followed by Muslims all over the sub-continent.

Vice-rector Madrasi said according to some scholars, Dar al-Harb conditions automatically take effect if the state snaps a Muslim’s right to pray. “Does such a condition exist in India? The VHP’s demand stems from lack of knowledge. We have already said conditions for jihad don’t exist (in India),” he added.

In Islamic theology, geographical territories are often described as Dar al-Harb, Dar al-Islam and Dar al-Aman. The distinctions have been crucial in Muslim thought and action, said Qari Mohammed Usman, one of Darul’s senior-most teachers.

Dar al-Harb literally means “abode of war” or territory that is not under Islamic law and, if threatening to Islam, can be brought into Islam’s fold by jihad.

In contrast, Dar al-Islam denotes territory under Islamic law, he said. Dar al-Aman or “abode of peace” is used to describe territory that is not under Islamic law but where Muslims can live in peace and harmony without interference in their practice of Islam.

One example was India, Usman said.

The VHP had also asked clerics to state that Hindus were not kafirs or unbelievers and therefore jihad did not apply to them. Madrasi said the term kafir meant a person who did not follow Islam and not necessarily an enemy of Islam.

Around 1803, Maulana Shah Abdul Azis, a Delhi cleric, had declared India Dar al-Harb to drive out the British, said Jamiat Ulama-e-Hind secretary Niaz Farooqui. Apart from Darul Uloom seminary, the VHP had addressed its letter to the Jamiat Ulama-e-Hind and the All-India Milli Council.

VHP is not a political party, its an wing of hardline hindu fundamental organization (RSS) with lots of different other wings. BJP being the political wing, Bajrang dal the "terrorist"wing etc.

Wow. Shah Abdul aziz is now a deobandi cleric? He must be a time traveller, since he is supposed to have died half a century before the establishment of Darul Uloom Deoband.

Everyone knows that such fatwas do not make an iota of difference to terrorists, as they consider the Ulema issuing them as stooges and hypocrites. Dollar a fatwa, they call it.

Islamic Scholars have gone blue in the face, condemning terrorism and issuing fatwas, statements, time and again. Yet still we are told to do more. We are not terrorists, nor are we their supporters, so why should we be defensive and apologetic regarding a phenomenon originating in the shadow of western revolutionary philosophy.

You can't wish away the VHP by calling them names. They're there, and its a great thing that they are looking for reconciliation rather than confrontation.

Classical case of hate propaganda here!! Both your post is not related to the topic and only promotes hatred. May be the webies will take note.

I have studied in a government run public school and have never come across any literature which teaches to hate Muslims. Instead, I remember my class7 social studies which compares how all religion teaches one to respect each other. I grew up with that belief and only when I came across the realities, I became aware of the religious fundamentalists' hate propaganda against each other. I personally would dissuade all educated, peace loving people to steer clear of BS.

That's preposterous accusation for the entire country for wrong doings of some. Every country has its share of scoundrels and unfortunately India also have its share. The onus is on us (the ever criticizing junkies) to make them ineffective from public offices.

I don't know if BHP has any hidden agenda or not (like the ensuing polls), but I would personally welcome any kind of reconciliatory action from either side. Any step, how infinitesimal it may be, towards a peaceful future is always welcome.
