There are lot of operational reconnaissance satellites and this one is an optical satellite. A radar or hyperspectral imager is more suitable for a mountainous country.
And not so many SATs are needed for a diagonal strip with span of 2000 x 1500 kms on main plain.

Pakistan just has a small series of ballistic & cruise missile systems and a modified J-7 platform (the class of planes rejected by others in 90s) even which is manufactured on license and Pakistan hasn't contributed anything in development except mission software.
As for nuclear, we know Pakistanis didn't test Plutonium warheads which are needed for miniaturization rather they tested HEU implosion type warheads to be replicated in plutonium type pit as New Labs facility at PINSTECH only came online.in may 1998 . So Pakistanis have not tested a Plutonium spherical implosion device but a Linear implosion device.
So, again we can go to vast field nuclear tech itself with reactors, Pakistan is a nuclear power isn't beyond making bombs unlike P5 & India.
