As I said Israeli Heron's payload has 640x480 array camera while Anka's -576x7. So both endurance and system is better. Israel and USA are two leading countries in the world in terms of airborne FLIRs (Rafael's Litening is used by 26 countries including US, UK, Germany, Spain, Netherlands, Sweden...).

Plenty of countries recieve US aid, few of them achieved something. In addition Arabs get trillions from oil but again nothing. Israel developed many technologies before the US. And US adopted them.
