I think it is only Saudi monarchy mind set. As non Arab countries economic and military strength are likely to increase in the next 10 years, their influence IMO will be stronger as well among Muslim nations. For example, in 2030 Pakistan economy has potency to be in par with Saudi by seeing Saudi recent growth rate which is less than 1 percent. Bangladesh economy will also likely to triple if they can maintain 7-8 percent economic growth for the next 10 years.

Arab nations who have embrace democracy will also likely to gang up with other Muslim democracy countries, and since Arab democracies tend to vote for Islamist party during election so they have more closeness with other Islamist leaders from non Arab countries like Turkey (in assumption AKP will still rule Turkey politics in the future) compared to current Saudi leadership who hates Muslim Brotherhood.

I also predict Egypt will once again become a democratic country in 2030. This nations (Tunisia, Marocco, Egypt, Sudan, Algeria) are very potential to make a future block with Pakistan, Turkey, Indonesia, Malaysia, and Bangladesh after 2030. Some Muslim African countries maybe can be persuaded to join.

In term of Qatar the probability is still 50:50 because it depends on what future king be like in 2030.
