One of it's measuring factor is land area (people per square kilometre), therefore make it quite useless as Israel is very small compared to China, Russia and many others. Those countries have huge abundance of land and that doesn't mean they are technologically inferior.

Israel is the only nation that we can trust in R&D of technology area .Because this is all about Israel's existence.Now they have US but they cant rule out a reduction in US cooperation in future.So they are diversifying their influence in India ,Russia,China or Japan.

We are having a discussion about Israel's unwillingness to follow rules and having mutual understanding with it's allies and for that I am giving you examples why Israel don't care about rules and allies. You yourself have stated that it has signed deals that prevents Israel from using reverse engineering and I am sure we can both agree on that the deal is a sort of rule (limited to a certain criteria) laid out by the US on Israel.

Like i said.. every country work for their interests.... Why would Israel listen to US??
