I don't speak hebrew and don't follow TOI but the below article mentions that it was either one of the three which was confirmed later on as North Korea.

AQ Khan was an expert in centrifuges. He has and had no experience in reactors.
Yeah, I don't get it, either. Perhaps the cited - but not linked - Telegraph story would illuminate?

And I wonder if the information just got confused here. When the Syrian facility was bombed it the public was only told that it was nuclear-related, right? AQK and his nuclear export "network" were still in in the news so it was natural to suspect his involvement and for newsies to pursue that angle. The revelation that it was a reactor rather than just an enrichment facility came years later.
