ISRAEL EMBARGO ON TURKEY HITS IAI BOEING COOPERATION

Cooperation between Israel Aerospace Industries Ltd. (IAI) (TASE: ARSP.B1) unit Elta Systems and Boeing Company (NYSE: BA) to produce airborne early warning and control (AEW&C) is being threatened because the project is due for delivery to the Turkish Air Force, "Defense News" reports. Israel's Ministry of Defense has instructed Elta to delay delivery of two of the four sub-systems for electronic support slated to be installed in the early warning aircraft, as part of the US Peace Eagle program for Turkey.

"Defense News" says that some Israeli defense sources fear the incident could inflict long-term damage to trade relations between the US and Israel.

"Defense News" writes that "If Elta cannot deliver the remaining systems for the Turkish program, industry sources here said Boeing may seek alternate suppliers for South Korea and other customers of the 737-based AEW&C aircraft."

Consequently, Elta is pressing Israel's Ministry of Defense to cancel delay of delivery. The instructions, which became valid last fall, also threaten to expose Elta to fines for violating contracts and would tarnish its good name.

"Defense News" recounts that late last year Israel's Ministry of Defense refused to allow Elta and prime contractor Elbit Systems Ltd. (Nasdaq: ESLT; TASE: ESLT) to complete delivery of previously authorized long-range aerial photography systems to the Turkish Air Force. The decision cost Elta $55 million, while Elta Systems reported losses of $80 million and a $65 million drop in 2011 fourth quarter net profit as a result of write-offs and other costs associated with the terminated program.

"Defense News" notes that, "Unlike the earlier contract with Turkey, government and industry sources insist Elta's export license to Boeing is not suspended is not suspended but rather put on hold pending additional review. In contrast to the terminated long-range pod program, industry sources said the ESM subcontract to Boeing involves a passive, purely defensive system that in now way enhances the attack capabilities of the Turkish Air Force."

There is a danger that Boeing will declare force majeure and kick us out of this prestigious and lucrative program," one industry source said.

An Elta spokesman confirmed that delivery of the two electronic sub-systems had been delayed for "political reasons." He said, "We're trying to work it all out, before it becomes a much bigger problem."

Boeing spokesman David Sloan declined to discuss licensing issues or delivery delays associated with the firm's Israeli subcontractor. He said, "We continue to be on plan for delivery of Turkey's first Peace Eagle aircraft by the end of the year."

US defense sources said that beyond immediate commercial and legal repercussions for Elta, the freeze on deliveries to Boeing carries grave, long-term implications for the future of US-Israeli defense trade.

A former Israeli defense official told "Defense News" that the case, if not resolved promptly, threatens to hamper a high priority US-Turkish program with operational implications for NATO. He said that it might also impede Boeing's ability to perform as required under its $1.6 billion contract with Turkey and discourage other US firms from entering into strategic international cooperation with Israeli suppliers.

Those are good news, let's hope that Turkeys cooperation will improve on many fields and if Israel should hamper the cooperation perhaps the companies dealing with israel will look for alternative business, perhaps even Turkish tech providers will have an easier time getting in :) So please continue hampering and making life hard for business.

However, Israel showing itself not trustable as dealer to the world. We will be allways best alternative dealer instead of the Israel. ;)

Well, this will either be solved with Turkey would buy Israeli systems via Korea or We will buy Korean systems... I actually doN't care if its Israeli or not when it comes to our capabilities as army but I won't be too sad if Boeing-IAI got severed. *troll face*

But I don't think that this would create a big problem for IAI... Most of the arm industry in US is owned or partly owned by jewish US citizens...

The AEW&C program is considered a development program—a single program with multiple, unique contracts. In general, the two AEW&C contracts currently in work—Australia’s Wedgetail and Turkey’s Peace Eagle—are set up similarly, and work has been done nearly concurrently. Typically Boeing would build one aircraft under a development contract and then build the others under a production contract. But Boeing Peace Eagle Program Manager Mark Ellis said that because these aircraft are so highly desired by customers for military and humanitarian missions, development of all contracted aircraft is essentially occurring concurrently.....As a result, Boeing is conducting initial modification work, and then the overseas partners in Ankara, Turkey; Amberley, Australia; and other locations take over mod work on the remaining aircraft

As such, Turkish information and services provider HAVELSAN has more than 20 people in Seattle and more than 200 in Ankara currently working on software and ground systems; and more than 50 Australians are on-site in Seattle in support of Wedgetail. Boeing W edgetail Program Manager Ross Dessert said working-together challenges presented by U.S. export control are of critical importance when working with multiple suppliers in locations around the world. “It is vitally important that we stay compliant with the rules all the time as we share data.” The U.S. government considers information-sharing issues relative to each customer on a case-by-case basis and recently granted Boeing a license to collaborate with HAVELSAN. This license has led to valuable collocated codevelopment areas in Kent, Wash., and Ankara. “Our ‘virtual’ codevelopment area in Ankara allows us to pass work back and forth as if we’re side by side, letting us collaborate across thousands of miles,” Ellis said. “We’re able to produce much better work, and we’re seeing the opportunity for tremendous productivity improvements.”

Also, Boeing has a team of TUSAS Aerospace Industries employees in Seattle working on the first Peace Eagle, learning separate sections of the aircraft in work packages called control codes. The TAI team learned how to perform the work by control code and then went back to TAI to apply the same skills in Ankara.“This process has been working very well,” Ellis said. “As a matter of fact, TAI is the first partner of ours to go through the learning process pertaining to two full control codes with no quality defects—a tremendous accomplishment.”

Firstly i guess it was our government who declared them enemies, and now as if nothing happened they expect Israelis to treat us as a strategic ally? Well u have to decide are they friend or foe, you can't have it both ways.

Erdogan is an Islamist, no Islamist could ever be friendly towards Israel.
This guy who praised Hamas and welcomed them with open arms is our enemy but not the Turkish people.
Israelis saved many Turkish lives and Turks saved many Jewish lives, we should not generalize just because an Islamist is in power today.
