Hi,
It is not the same---a state may get weapons from whomsoever---but when a terrorist organization has weapons of a certain state in abundance---there is a problem.
"Iraqi volunteer forces, known as Hashid Shaabi, discovered Israeli-made weapons at Islamic State (ISIL) positions in the Iraqi province of Anbar on Thursday, according to Al-Mayadeen television, Fars News Agency reported."

Weapons found on the battlefield ("ISIL positions") can come from anywhere. They could be captured from a direct opponent on that battlefield (captured arms caches), they could have been purchased on the black market (stolen elsewhere). You just don't know.
The article doesn't state what weapons from Israel were found. The picture show M16 rifles, which aren't identifiably Israeli. The M16 is the most commonly manufactured 5.56×45mm rifle in the world. Currently, the M16 is in use by 15 NATO countries and more than 80 countries worldwide. Together, numerous companies in the United States, Canada, and China have produced more than 8,000,000 rifles of all variants. Approximately 90% are still in operation.
Also shown is a picture of a mortar round with packing material in the background: nothing on that identifies it as 'made in Israel'. This is that pic the round from the article.

Below is one of 5,700 60mm mortar rounds from a ship carrying a large shipment of weapons (including rockets, mortar shells and anti-tank weapons) from Iran that was captured by the Israeli Navy.
If I hadn't written that information, would you have been able to tell the origin of the round?

How the Israeli's determined Iranian involvement with the above shipment was by the large number of AZ111-A2 fuses found on board. These fuses are manufactured solely by the Iranian armament industries and were found affixed to the 9,000 60mm, 81mm and 120mm mortar bombs which were concealed in the shipment. This is listed on the box (but unless you know what to look for, you wouldn't know)
