what is the criteria of the best? Is there any ranking system available for that??

every country thinks their intelligence service is the best... period.

nobody come close to CIA...

Criteria are following....
1. Successfully allowing terrorists to conduct bomb blasts.
2. Having no idea about other countries' unilateral attacks on their own soil.
3. Successfully allowing ethnic violence taking place everywhere in the country.
4. Allowing the enemy to partition the country in a civil war.
5. Moving Nukes in delivery vans successfully.
6. Allowing multiple coups and successfully killing the process of demoCRAZY.


ISI wins with highest scores. I agree.
I am sure there are more points if anyone wanna continue.....
