ISI paying Rs 10 lakh to steal army laptops

Goat herder=HUMINT
reliable, trained, can blend in
Pigeon with numbers on it
unreliable, stands out, can not be depended on
I do not know how backward you are and if you ever have went to a village in your life time in Kashmir
Scanning frequencies does not help when intelligence wants to get messages across. STUDY world war 2 and the intelligence with radio messages, then grow up and stop quoting me with illogical rants or I will report you for trolling and stupid replies. I have no problem with agents being goat herders, fruit vendors, even sweepers. They get their job done and that is what matters.

I don't know how backward you are to believe that they won't use any of these things. This ain't WW2. And using pigeons is most definitely not out of scope. You are asserting that all the other things can be used depending upon whether they work or not but only this will not be used.

no, I said it is not needed and is not safe to use. I am saying that it would not have numbers tattooed on it because any calls to Pakistan would be traced and you did say the airwaves are watched. This is not world war 2, but radio waves a safer bet then pigeons, these are not the mid-evil ages.

Army personnel are banned from using gadgets and social media. So try harder ISI

Yep, and the money will be delivered clandestinely by highly trained courier pigeons, well trained in the art of deception to avoid arrest by Indian authorities as happened a few weeks ago.
