Dear roadrunner, the accord just like the other accords was not respected by non of the Mujahideen factions especially Gulbudin and Masoud who were blood thirsty rivals.
It was Massoud and Rabbani that were the problems. Hekmatyar did not gain control of Kabul in 1992, it was Massoud.
After this Massoud and Rabbani were supposed to share power with the other Mujahideen leaders. They did not. Instead Rabbani re-elected himself by a creating a Council consisting of his own men, known as the "Council of Wise Men".
Can you see why this was a power grab by Massoud and Rabbani that broke the Peshawar Accords and caused the Civil war in Afghanistan. Pakistan did not initiate this. The Northern Alliance did initiate the Civil war.
When Najibullah's gov was about to collapse, both Masould and Hekmatyar tried everything to enter Kabul and take control of the captial, both men intensified their contacts with the Khalq and Parcham elements in Kabul to make it possible for them to gain control of Kabul, in this struggle Masoud played his cards right and entered the capital before Hekmatyar.
Right Massoud took over, not Hekmatyar. He took over it so easily that it's almost as if Hekmatyar was not there.
As per the NA(also Mujahideen), they are not saints or good guys--and Dostum was nothing but scum of the earth. this rivalrly continued between masould and hektmatyar until the taliban came and they both became freinds for the sake of common enemy, so basically both of them wanted the same thing and was fighting for it, blame pakistan for taking side of hekmatyar and prolonging and facilitating a civil war. and i dont know how masould prolonged the war while he was one of the biggest forces to encounter the soviets and gave them bloody noses.

Do you know what initiated the Civil War in Afghanistan? It was the breakdown of the power sharing agreement which was entirely the fault of Rabbani and Massoud. It was Rabbanis election by his own men to serve another term that caused the Civil War to ensure. If these Northern Alliance scum weren't so power hungry and looking to rule Afghanistan at the expense of the Pashtun, there would have been no Civil War.
Do you think it was fair for Rabbani to elect himself through a Council made up of his own men?
Consider you were leader of a country. You had to give power up to another person. Instead you select 7 of your best friends, call them "Wise men", and ask them to vote on who they want as the next leader. That is exactly what Rabbani and Massoud did, and that caused resentment.
Massoud cut deals with General Gromov the Soviet military commander to allow safe passage of Soviet troops to the East of Afghanistan where the insurgency was. Massoud even staged fake skimishes where he turned out to be a hero, in order to give the impression that he was serious in his fight against the Soviets when he was not. General Gromov is on records as saying all of this.
and do you blame them for not seeking power after being margnalized and discriminated by the pashtoon leaders? what if the same thing happen in pakistan? will it be acceptable to the people if one group discriminate against the others? it is not the god given rights of pashtoons to rule the others and take their rights. and right now it is the taliban who are not interested in peace.
Why should the Tajiks predominate in government, when they are a minority in the country.
The government should reflect the ethnic composition of the country.
The discrimination card is just a very weak argument used again and again by those that can't offer any other explanation.
