Yes Pakistan Airforce is top among Muslim countries and here are the reasons.

On training and capability of pilots the quoted post explains it well.

Training & Professionalism wise its the best. Other Muslims countries may have very advanced aircraft s & weapons, but professionally they lack compared to PAF, which is the reason that PAF pilots train & are deputed in many of the other Muslim countries AFs.

Past record of PAF is a testament to it.

But moving to aircrafts in this category Pakistan Airforce is most capable among all Muslim Countries and the reason is that many Muslim countries have better aircrafts than Pakistan if you look at it directly but if you put them in combat then capability of PAF is much higher than any Muslim Airforce. By capability I mean the payload which Pakistan has is available to no other Muslim air force. The weapons loaded on the hard points of PAF are far more superior than any Muslim Airforce. A fighter jet or bomber is nothing without teeth.
For example no Muslim air force can destroy a whole city with just one jet but PAF can.

No other Muslim Airforce can Hit a target from 600KM away but PAF can.

So yes PAF is the most powerful Muslim Airforce in the world.
