The person signing it is a Provincial Minister of Punjab. Note all the Federal Government Minsters etc in the signing ceremony.

This discussion has gone way beyond crazy.

I asked for evidence (and not a rant and you tearing your hair out) that the federal government has granted a provincial government power to sign such agreements. Unless Pakistan is run on the basis of a Lahore based incestuous biradri gathering their uncles and calling that lawful authority, you have failed to provide that.

For instance Nawaz and his minions who have set up shop in Lahore have torn up previous plans and insisted that this transport corridor goes through Lahore. Is it solely to provide benefit to their ethnic group and relatives in Lahore? Consider that Nawaz and his relatives have been granted business interests in India, which means their money is now going to be tied up in India.

Or is it designed to create an Sino-Indian conflict or casus belli for China to intervene in the event that Indian forces cross the border into Pakistan? For a fact in the event that India changes its defense strategy and decides to attack across the border in the event of even limited hostilities, this transport link is indefensible whereas a link through Islamabad would have been better--and that's the reason Ayub Khan built Islamabad as a capital city instead of Karachi.

Pakistan is a federation. Each federating unit (province) has its own government and can sign its own agreements, to the extent allowed by the federal government (18th amendment was the latest rule in the book)

ALL CMs (or their representatives) were given opportunity to go to China and if they could convince some Chinese investor to invest in their province, Pakistan and Chinese government would help them sign agreements.

These are in ADDITION to Federal Government's own initiative for projects anywhere in the country. Federal Government's own plans are rather limited, to specific corridor projects. Provincials projects are a "side benefit" projects, that are not part of the "corridor" *per se* but more of "making hay while the sun shines".

Look at the Federal level even, all those power plants all over the country and what not, that doesn't have anything to do with the "corridor". Corridor is only the three routes, fibre, rail, pipelines, Gwadar Airport and Seaport. But since China is investing, federal government said, why not invest here too? Provincial governments offered opportunities too, in a similar vein.

So there are CPEC agreements both at Federal level (which Ahsan Iqbal deals with, as federal minister) and at provincial levels (which is not his headache, the province signed it can manage it, he is not their provincial minister)

Like it or not, SS did his homework, and got the most projects. So he convinced the most investors. He managed to convince them for Metro Train for example. Punjab is a very good investment opportunity, because SS has invested in Infrastructure, and he personally gives danda to bureaucracy, so investors feel more confident.

CM Sindh also went, but he is an idiot. He barely managed to sell any opportunities. I think he managed to get some some wind-farm projects? Let me check, I forget the specifics.

CM Baluchistan also went. I don't think he managed to sell any opportunities on his own, mostly due to security and weak economic situations, so I think most projects there are Federal government's own initiatives.

CM KPK... he was dancing in Dharna at that time. He was specifically asked but he refused to go. He didn't do ANYTHING. Maybe because he thought he would topple PMLN government and then a federal PTI government will do it.

Now he complains.

Why not? We have a federated system of government, not unitary system.

In a federation, the federating units have some (limited) rights to make their own decisions. It's normal in a federation. You live in the US, (acc to your flair) American States and Canadian Provinces make decision on their own all the time. Infact American states are some of the most independent federating units anywhere.

Our provinces are federation units too. They have their own elected governments, their own banks, own taxes etc.

So yes, Provincial government CAN deal with others, as long as it is within the circle of defined rules.
The recent 18th Amendment was the latest expansion of those rules, giving them even greater autonomy.

But regardless, these agreements happened WITH the blessing of the federal government, it's not like SS sneaked out and signed a contract surreptitiously. Also, the agreement was not with the chinese government, but with chinese banks/investors. So the question doesn't even arise in this particular case. Pakistan and Chinese governments agreed to help develop the projects, this is why the CMs were invited in the first place.
In US law , currency , defence and foreign policy is Federal matter. Rest is all free.

18th Amendment is not better than toilet paper unless provinces are given autonomy over finances. There is no need for federation to collect taxes and than allocate to provinces, all indirect taxes (GST, Duties, Surcharges etc.) should be the revenue of province where products and services are sold, and all income taxes should be revenue of province where individual or business is located. GST & Duties should be segregated into federal and provincial but again should be collected in province where products and services are sold. In this way nobody will have any victim card as everyone will be responsible for it's own revenues, regarding national level projects, obviously which ever province will be contributing more to federal revenues will have more right to speak.

How does that help Pakhtunkhwa?? Lahore is stealing from Pakhtunkhwa and giving some to Karachi....I'm trying to work out how you think that justifies the theft of resources from Pakhtunkhwa.

Should it help KPK?? no one is stealing anything from KPK.... Everyone has it's fair share in resources like KPK gets Wheat and other stuff from Punjab If that's the problem then i think Federal should stop making any dams in KPK and stop giving them wheat ... KPK should build it and grow it themselves.... They Hydel Projects were made by Federal so each province has it share

They are stealing electricity from Pakhtunkhwa for which they are not paying. Happy for Lahoris and Urdu speakers not to provide any wheat to Pakhtunkhwa, I'm quite sure western Punjabis which has a very large native Pathan population would be happy to supply it to their persecuted ethnic group in Pakhtunkhwa :victory:

No, I haven't seen anyone from other provinces to talk on change in tax practice because rational people of other provinces knows where most of revenue will go. Punjab will be divided into 4 provinces only when all other provinces will be divided into 4. Lahore is not stealing but buy electricity and actually pays for it.
 
In CPEC meeting Ahsan Iqbal told every one Orange train project is part of CPEC project. But few days ago he said its punjab's own project. Assad Umar exposed PMLN lies today in Kashif Abbasi show today. Shocking to know how PMLN is telling lies and hiding facts.

Don't get into this discussion. Its endless trust me. KPK smuggles Punjab wheat and other agriculture commodities for itself and eventually to Afghanistan. A person can live without electricity but not without food.

You know which province steals most electricity within its cities and towns ? KPK itself.

I shouldn't even say KPK. Those dams are in Hazara and the people don't like being in that province. First the Afghan refugees took away their peace and prosperity and now from their own Pukhtun brothers forcing to be with them and labeled under their name.

Out of the US$ 47 billion Chinese banks are giving us , 36 billion are for energy projects.If you dont have electricity you wont have any industrial parks, if you dont have any industrial parks there is no need to have a road built with fibre optics, rail, electricity gas line.Federal govt. has so far failed to put the relevant electricity into the national grid.Most of these projects below have been ongoing for past 10-15 years with slow progress.

I cant the put the exact expenditure for these projects as exact figures not available, there are different figures for many projects and things are not very transparent about the source. The energy produced goes to national grid and NAPRA distributes it to other provinces. .KPK generates 4,000 MW of electricity, the province kpk requires around 2,500 MW of electricity. However, the federal government is squeezing it out by providing less than 1,500 MW's .NAPRA even denies kp its due tariff which has been unchanged since 90s despite the fact KPK is the largest contributor. @Muhammad Omar

OK so you need to understand that Nationalist Pashtuns consider this Havelian expressway to be a Hazara project not a Pashtun project. Hazara is ALSO a votebank area of PMLN so the concerns pick more girth .With that there is NO progress on the Pashtun region western alignment which develops the mistrust. PTI actually called the ANP bluff by playing this card so they can get more political mileage in the province as well as raise voice on this federals negligence on western pashtun area western route.
I personally dont like this ego issue between pashtuns and pahari people but PMLN should start working on the land acquisition mentioned above and give KPK its due share from NAPRA for the electricity it produces.You see land acquisition is the most capital intensive part and PMLN qould only do that in Hazara or southern Punjab where they see political prospects not the western kpk , so they need to do land acquisition in Western KPK for the western route.
THIS WILL RESOLVE THE ISSUE.

This issue isnt really that big but if it lingers on it can cause trouble in future.Ball is in Nawaz's court.

OK so you need to understand that Nationalist Pashtuns consider this Havelian expressway to be a Hazara project not a Pashtun project. Hazara is ALSO a votebank area of PMLN so the concerns pick more girth .With that there is NO progress on the Pashtun region western alignment which develops the mistrust. PTI actually called the ANP bluff by playing this card so they can get more political mileage in the province as well as raise voice on this federals negligence on western pashtun area western route.
I personally dont like this ego issue between pashtuns and pahari people but PMLN should start working on the land acquisition mentioned above and give KPK its due share from NAPRA for the electricity it produces.You see land acquisition is the most capital intensive part and PMLN qould only do that in Hazara or southern Punjab where they see political prospects not the western kpk , so they need to do land acquisition in Western KPK for the western route.
THIS WILL RESOLVE THE ISSUE.

This issue isnt really that big but if it lingers on it can cause trouble in future.Ball is in Nawaz's court.

They are NOT approved yet. you can check the PSDP document.. No money allocation .The projects i listed in my first post are approved. Why not approve and do money allocation for DI Khan-Brahma battra section of western route INSTEAD and start acquiring land FIRST before jumping to ..industrial parks . industrial parks and dry ports are developed in the last.. read my post again.
