IMO,There are 3 kinds of readiness...

1. Preempt an Attack - Stop an attack even before happening.Preempt it in preparation stage.For that you need to secure your border and take care of home grown terrorist groups.Thankfully India is nearing that capability.Indo Pakistan Maritime border is quite secured and Border in Kashmir will get secured within few years.Also,there are policies like mounting International pressure to fund and shelter provider nation also provides effective results.But still,porus borders of Indo-Nepal,Indo-Bhutan and Indo-Bangladesh can become potential crossing point.

2. Stop Terrorists during early phase of Attack - Frankly,it is quite hard to stop them in this phase as they always pick a soft target,unless it is a suicide attack.It'd require a QRF patrol nearby to stop them in this phase as you can't expect a Super Mall guard as an ex sniper or special forces operative.In this phase even Police should not engage them with direct firefight as it risks further loss of innocent lives.Fighting with terrorists without any formal training is futile.Police should contain this situation but shouldn't directly engage them to save lives.

3.Conduct an CT Operation- Needs properly trained SF to perform.NSG is more than capable to conduct such operation with 3-4 hours anywhere in India provided there is no delay in decision making.Almost every state has some QRF for this kind of situation,but generally NSG takes charge.I've seen Police engaging against such targets without having proper training and weapons and they becomes easy target.It shouldn't happen anyway.

So,India is as prepared as it can be.There is no denying that there is a lot of things need to be done and it'll probably take over a decade to field CT forces comparable with Europe/USA.But still,Post 26/11 India ensured that no more such attacks takes place in India,and we'll continue to do so.

So, no. There is really no defense against fanaticism, except making sure these people are not there in your country. Unfortunately for most countries, they are a bit late.

You are right, no country in the world can be ready, unless every citizen carries a gun openly to defend himself / herself.

No decent country will allow that to happen, nor will they police the citizens. As the saying goes - the terrorist needs to be lucky once.

Terror modules and groups are forever plotting and planning terrorist strikes, the jihadi camps are churning out terrorists everyday and are recruiting terrorists daily. The jihad factory is in full swing all over the world.

Just because there is a lull in terror strikes does not mean that the situation is normal. It just means that the terrorists are planning on something big.

One thing is clear, terrorism is a multi headed hydra monster where multiple heads sprout out when one is chopped, and jihad will never end till eternity unless someone crazy enough just nukes the region's where these terror factories exist and nukes their principal supporters and trainers.

Any number of guards or security in civilian areas will not matter, The turkish airport supposedly was a well guarded facility, but it took just three bombers to fulfill their agenda. The terrorists have reached and live among us now.

I am just waiting for the time when a terrorist group gets hold of a nuke and uses it to kill thousands, till that time the world will not act as one against jihad and their trainers, till that time we have to suffer the ignominy of some jarhead blowing or killing innocents among us regularly.

What one can do most is improve intelligence network for heads up and effective strategy to wind up mess as fast as you can.

Defence installations are hard targets but malls hotels and markets are easy or soft targets. You can't do anything for soft targets. Only thing you can is root out the weed that target innocent people

Bangladesh will always be a ready country. Many of our elders are either war veterans or lived through the war, if you ever meet a Bangladeshi man in his late 50's and over know that he has either seen a lot of been through a lot or done a lot, our elders are quite the jokers. Gulshan is an upmarket area, for it to happen there it is quite the deal but then again terrorists tend to target major places/public spaces etc.
