Can it be converted into a global gps system?

Yes it can be.
The proposed IRNSS system would consist of a constellation of 7 satellites for a coverage of around 1500 km.
A global sat nav will require a constellation of around 24 satellites maybe a little more.
The American GPS has a constellation of 24 satellites for global coverage.

I wont thank them for it, cause it is there duty. Irrespective of the party. It is not some novel or innovative step they have taken. They just gave permission to replicate other countries. I would thank them for schemes like NREGA, not this.

For this, all the credit goes to respective scientists for developing tech. Thats it. The technology was there since a long time. They said, oh well, we should not rely on others so they developed something on there own. Not even innovation.

Which 'other' country is that? Last time I checked the INdian tax payer has never rewarded an Indian govt for putting sats into orbit. They could have got better rewards by spending this money on other **** and bull stuff too. The scientists are all servants of the Govt. of India. From setting up these agencies, to funding them to helping build staff and faciliites, the GOI (read congress) is almost entirely to be credited with their accomplishment. To the extent that the govt has given so much autonomy and so non- political it is possible for people like you to completely ignore them. Try telling the americans that Kennedy had no role in the moon landings and was 'entirely due to scientists' and they'll laugh at you.

There is a budget for ISRO, and related departments. Besides, this is not something they deserved to be praised for. As I said, for schemes like NREGA, they deserved to be praised, not this. All their role was to give whatever funding/permission were asked for.

The difference between Kennedy and UPA is that Kennedy pushed NASA, even if it was because of rivalry with Soviets. UPA did not pushed for it. If you want to see what govt can do, look at China, S Korea and Japan. Don't praise a govt just because -- 'Oh look, the govt gave money and authority to the right people, and then stayed out of their way. Lets praise the govt for this achievement!'. It doesn't works that way. That is something you would expect any govt to do.

It is not politicians who even decide on what technology to develop. They just set a direction. They tell the bureaucrats, 'the country should go in this direction or that we want the country to be capable of doing this.' This is their job. Than the responsible people in govt would tell them that this is possible, we could do this, this are pros and cons etc. The govt would then decide to weigh in the pros and cons, and then decide whether to implement it or not. This is normal procedure. You don't praise the govt for it, You expect them to do this.

We praise them when they are doing more than what is norm. For example, Nitish's govt is praised for bringing back law and order in Bihar. But you would not praise Keral govt to maintain higher standards than what is in Bihar. Cause this is what is expected in Keral, but a big change in Bihar. If you want to praise UPA, find something worthy, like that industrial corridor. This launch has nothing to do with UPA, even a tenth of them would not be able to differentiate Global positioning system from Govindram public school.

Other countries - there is GPS, GLONASS, Galileo and Beidou. Either operational or in advanced stages than India.

If UPA/ COngress had not given the budget, created the departments, paid for the salaries, paid for the facilities and the programs, there would be no ISRO. No one in INdia asked congress to create/ invest in space. The average Indian DOESN'T CARE and there are no votes here. Congress was not elected to make rockets, but to take leadership decisions- create and maintain a body of scientific experts who will do this for the country even if most ordinary people don't know anything about these things. In nuruting ISRO as a professional organization, keeping them focussed and supporting them to the hilt, there are few leaderships as good as Indian.
And yeah 'Kennedy Pushed NASA' my a$$. He's done what COngress is doing set high ambitions- GPS equivalent, Mars/ Moon landing, Human Space Flight. They have not only set these ambitions, but also given REAL CASH and institutions to achieve it (Every single penny with ISRO today is from the union budget). They're not like pakistan, saying big big things not giving money. They're not like Brazil, lots of money but little real progress because of lack of consistent leadership support. Through thick and thin, they've kept the agency both funded and focussed.

Like I said- GSLV first flew in 2001 , we're in 2013 each launch failure cost us 400 crores in rocket alone, forget the satellites. If no one is losing their job, if there are no 'shake-ups', if there are no restrictions (let's not go to mars now but just focus on what we have), that's coz of a VERY mature approach to the whole business by the Congress. I don't know any other country where this will happen.

MATTERS OF NATIONAL STRATEGIC AND SECURITY ISSUES ARE OVER AND ABOVE THE POLITICS OF THE LAND.

In case you've been living in fary tale land..ALL MATTERS OF STRATEGIC AND SECURITY ISSUES ARE TO BE HANDLED BY THE PARTY IN POWER IN THE LAND. That is also called 'government'. If you don't know even this, you shouldn't be posting. No NDA deserves no credit, they were in power only 4 years.

Hey einstein...GOI DOES NOT INCLUDE NDA- they lost elections remember? So they don't need to be consulted or made a part of anything at all. All that they're supposed to do is sip chai and bi@tch about the government- which is what they are doing.

GOI= congress coz majority of Indian history congress has been in power.
