IRGC at the time was not behind his execution but Khalkhali was an Khalkhali did a lot of mischief under Khomeini's permission and endorsement. Jannati's interview in "Shenaasnameh" televised program " clearly showed that when asked who to execute he said whoever his crimes are clear and do not delay it! and guess who defines the crime the prosecutor who is the judge at same time! That is Islamic justice system I guess.
