Good luck maintaining, building, stockpiling, fuelling, storing, and manning 40,000 LACMs, while at the same time having a functioning military.
Even 1500 tons is not too small to have VLS, just look at Israeli Sa'ar 5.
It's far simpler than you would think!
At $500,000 per Missile that's $2 Billion USD per year in a span of 10 years for a total of $20 Billion USD
400 Bases at $2 Million USD per base is $800 Million USD each base with 100 Missiles (10-50 active missiles the rest in storage at same facility)
$4 Billion for R&D and tools and facilities for mass production
That's $2.5 Billion per year for the next decade and a lot of high tech jobs with technologies that have duel use applications
Fueling it and storing fuel for them is far more simpler than fueling a Ballistic Missile
