Air defence.
It is a mobile, man-portable and cheap loitering surface to aim missile that can effectively target UAVs.
It can loiter over a certain area for hours and wait for a suitable target, then once identified it will fly to the target and intercept it using its optical proximity fuse warhead. It is quite a slow missile but has good range and loiter time, enabling it to effectively target relatively slow targets such as UAVs and helicopters. The Houthis used it to intercept numerous Chinese and US drones. A very valuable weapon for Hezbollah.

Given the aerodynamics and size the median or average loitering time envelope can be predicted. OTOH logistical and theater availability vectors are classified.

to make air unsafe for everybody , you fire it , it search in an eight pat tern and if it found anything it attack it , i doubt it can discern between friendly or enemy target .
its more suitable for when enemy have and air force in the area and you have no air-force.
for example in this incident they fired it against a target in Israel air space , it began search and find a flying object and engage it . if it was not over Israel air space and perhaps 30-40 km inside Lebanon , Israel air defense could not engage it and it would have hit the drone . even if they deployed flare and it lost the actual target it was not a big problem as those flare could not trigger the proximity switch the missile if even went for flare would have not found a target and began search and acquired it again and as it estimated it can have up to 100km of range it could do the attack run again and again and again so it would have made the operation for fighter nearly impossible and made the area not so drone friendly .
it also have higher altitude than your normal manpads
the down side is that its rather slow so if you use over the area covered with enemy air-defense like Iron Dome there is a high probability that enemy can engage it
not that much something like 15-20min which is a lot more your usual manpads that only operate in seconds to 1 min
Interesting we see anti-ship version of Raad-500 SRBM (500km) in Houthi service before we see it in Iranian service
Raad-500 is one of Iran's most advanced missiles, this is surprising (albeit less surprising since we have also seen Iran's Ghadr-F MRBM and Kheybar Shekan in Yemen).
Hopefully F-4/SU-24/F-14 etc have been integrated with an air-launched version of the ASBM Raad-500, would effectively boost the range significantly.

Of course they can
F-14 needs new central pylon but it absolutely can carry a 1800kg missile (air-launched variant can be made even lighter since it will need less fuel). That is just 2x Mk-84 bombs.
F-16s can carry almost double that mass of bombs

it need two central Pylon to carry it as its pylon only rated for MK-84
you want to use two pylon good you need an adapter and that take space and d then at take off the missile come dangerously near ground specially as its wings are not fordable.
it also is heavy as hell and as a result any maneuvering result in it rip of the body
you want an air launched version of it good go and attach it to su-24 that actually have the capability to use such heavy weapons, better go get Mig-31 or Su-34 or redesign simorgh to be able to launch it
