Iran did have a license agreement with Siemens . But Siemens left Iran due to first round of sanction almost a decade ago despite being active in Iran for 50 years..MAPNA took over and improved upon the design and the rest is history...Doesn't MAPNA manufacture their gas turbines under license to Siemens though? Wouldn't the threat of sanctions make MAPNAs position in suppying turbines to Russia too risky?
Same story with Ukraine Antonove 140 Turbo prop airplane...they left and it took Iran 8 years to complete the project and turn the aircraft design from passenger to military transport..first aircraft going through flight tests now.
Countries that obey saction shoot themselves in the foot.
