F-14 is actually very complex to copy, mainly the radar and subsystems.

They will have to upgrade some of the things,because coping it is not going to help them. Take help from any other country like russia or china for radar and other subsystem, they are very eager to help you. It will help iran to stand against their fighter jets.
Otherwise this fighters from 80s r very old and except the airframe nothing useful in it.

Iran couldn't even replicate the F-14, a 40 year old jet.

What makes them think they can reverse engineer the F-16.
