The majority of Iraqi's are Shia so a strong independent Iraq only means a stronger ally for Iran! BUT only if Iraq is allowed to be strong and an independent country which is only achievable through education not weapons!

almost half of Iraq's population is under 18 years of age if those kids are not educated due to lack of security then in the next 2 decades Iraq will not have a good future. That is just a statement of fact!

And what constitutes a military base? Does Iran have Iranian armored divisions, air defense systems, missiles, artillery divisions, helicopters, etc, etc set up there? OR is it just an Iraqi Shia town armed with guns from Iran there to protect the town and the boarders from ISIS fighters flocking into Iraq from Saudi Arabia?

1st option means Iran is dragging an already unstable Iraq into a regional war... (In my opinion Iraq will get dragged into it anyway....) But no I don't like that Idea unless Saudi's have troops and armored divisions deployed there...

2nd Option is Iran trying to get the Iraqi ppl to fend for themselves and defend their homes because currently the Iraqi central government doesn't have to power to defend them a fact that has clearly become evident in norther Iraq.
I don't consider that an Iranian military base....

That's what I'm talking about it's Iraqi forces defending their towns with some Iranian weapons other wise Iraqis bought junk load of weapons from eastern Europe.

I really don't know about the literacy of Iraq and how many kids out of the school but what I'm sure of is that Iraqis will fix that.
