Go explain to an Iranian who lives in the periphery of the country, who has seen little to none government investment, that he does not have the right to vote simply because he does not have a PhD in international affairs. Or any other Iranian whose life is significantly impacted by the policies of the central state, which he ironically contributes to by paying taxes, that he can´t have any democratic input because he is too dumb to vote. Such elitist arrogance will bring nothing more than instability, and most people will resist such state.
So.... almost every thing you wrote is ignorant:
1. You dont need a phd to undrestand thing. You just need to have an interest in learning.
2. People in Iran hardly pay any taxes... those living in the prephery of the country generally not only dont pay tax, but will take a lot of money in the form of subsedies.
3. To say that you have to be informed to vote is not elitist, it is logical.
4. Democratic systems only plan for the short term, as the governments stay in power for a few years.
If you had to fix your car, would you take it to an expert mechanic to repair it, or would you gather all of your neighbours and ask them to vote on how to repair your car?
Democracy by the ignorant masses has always lead to disastor... idiots will always vote for a Trump or Hitler, because they like sweet lies.
