Iran was a somewhat backward country in the 1940sand Shah used country's oil wealth to convert Iran into a middle income country with somewhat good infrastructure and most of all he provided free education to his subjects. He was just laying the groundwork.
If you want to compare the progress made by Islamic regime, you should also compare the time span in which the progress is made.

Islamic Regime(~32 years)= Iran still a middle income country, isolated & under sanctions
