That's because they think they can solve economic problems with the short cut of "tourism". Don't worry. It will fail. Tourism never brings in that much money, specially in a country like Iran which has Hijab laws and alcohol laws. Tourists travel to enjoy themselves, having a good time, visit beaches, go to night clubs and drink. Instead of solving the economic problems by increasing production, they think they can attract tourists. This is a flawed thinking.
It is because India is a larger economy. Pakistan on the other hand, has economic problems of its own. Pakistan itself charges Iranian citizens several times more money for the visa than it charges Indian citizens, even upto ten times more: Pakistani Visa Fee for Various Countries
So, don't complain.
Unfortunately and I hate saying this in Pakistan majority are partial to Iran as evidenced by polls however significant minority are extremely hostile to the the point they could pose security threat. Result people like me are penalized so as to grip people like @Salman Zahidi whose probably some migrant from India in Karachi but thinks he has royal Persian blood running in his veins. To off set the compensatory effect of this you see the rabid behaviour.
I mean the sad reality ( but strength requires a person to accept the bitter realities ) is that our friend of the "higher than the mountains, deeper than the oceans" fame China will treat American, Isreali, Indian visitors better.
And frankly I don't blame them.
