Visa on Arrival is such a stupid solution to tourism. There are two benefits to VoA, (a) no visa fees (b) no visa processing delay

But both these benefits have little to no impact on tourist demand. To a person planning to travel for tourism, do you think the 20 or 30 dollar Visa processing fee will stop them from visiting the country? Even if it will, does a country need the kinds of tourists that are not willing to spend 30 dollars? What are they going to do when they visit the country? Not spend on anything and sleep in cheapest motels.

And for the second point, people plan for their vacations. A few days of visa processing is not important at all.

For example, as an Iranian, I don't need a visa to a country like Dominica but need a visa for Thailand. Which country do you think I have visited and which I haven't visited? Or Ecuador doesn't need a visa but Bali does, and again, which country have I visited?

Something is always better than nothing.
And Off course there are poor people who even try to spare 30 euros per person (i.e. for a family of 5 it makes 150 euros).
Even if these people stay at cheaper hotels, or eat cheap things, or travel cheap buses, still something is always better than nothing.

The opposite of "Visa on Arrival" is not "Visa is Denied". I have travelled to many countries which didn't offer me Visa on Arrival.

i always wanted to visit Iran and C.Asia, i am a Mixed Race Guy 1/4 C Asian, 1/4 Iranian (Racially) and 2/4 Slavic

can a Blond Haired, Blue Eyed guy Travel in Iran freely ?? i mean AFAIK most of Iranians are Olive Skinned with Robust Features (like Nordics)
