This is a Sunni vs Shia thing.
I have lived in Saudi Arabia. And the Saudis despise Shias. I was invited for lunch at a Saudi family's home, because we are Pakistani Muslims, so we went to mosque together.
And he always talked badly of them and also the Iraqi Shias as well.

Arab regimes have not supported any terrorist groups nor do they have any terrorist proxies. It is the Iranian Mullah's that are famous for this and they are famous for meddling in internal affairs in only war torn/unstable Arab countries as otherwise they have no means to do anything.
