The first and foremost context of this ayah, in surah ahraaf (the heights) seems to be people following evil traditions that they have learnt from their ancestors. They find justification in their evil/shameful/indecent actions by first invoking their parents, and then claiming that because their ancestors did so, God must have commanded. it.

So, they have turned a shameful act, a sin, into one that is held as 'good' and enjoined by God.

However, taken in its general meaning, it fits perfectly with the Taliban, AQ, or any other muslim or non muslim, who does 'evil' acts and then justifies it by claiming that they are doing the 'will of God'.

This can also be a warning to muslims, who like to follow shameful traditions of their ancestors 'culture', just because their fathers did so. Practices such as sexist attitudes towards females, honour killings, and other vices are often 'justified' using this same criterion of, 'we are doing only that which our forefathers did'.
