Nope,the source is right.3 P17 Shivalik class frigates were ordered,not 5.

No i think its 3 Project 17, 7 Project 17a, 2 Project 17b.

The problem is the delivery time of P15. This project might have broken all records of delays in our naval building industry. I don't think we should give any project to MDL. At-least We should not give any sub of P75I to MDL. Also i think Project 17A should be started by GRSE and if possible the 4 frigates under this project should be transfered to some other shipyard. MDL should concentrate on finishing its backlog like P17, P75, P15 and then they can continue to build the Project 15b destroyer which will follow after Kolkatta class. We should in no way give those project of 4 LPD to MDL, otherwise IN will have to wait till 2025 or may be more.

On the scorpene submarine project (Project 75), the spokesman said that the first of the submarines will be delivered late 2015. He said that the production schedule has been compressed to meet the original delivery schedule.

Project Status
In a written reply in parliament on March 14, 2011, Defense Minister Shri AK Antony said that the first submarine is now scheduled to be delivered in the second half of 2015.

In early April 2010, NDTV quoted Retired Vice Admiral H S Malhi, Chairman and MD, Mazgaon Docks Limited, as saying deliveries will now start from 2014.

"We have had delays due to various reasons. I expect the first submarine to be delivered in four years time. That is 2014 - 2015. That's a delay of 2 - 2/12 years. There were certain issues to be addressed with the government and the owner. These issues have now been sorted out and we are placing orders for various equipments."

Speaking in the parliament on Monday, July 20, 2010 Indian defense minister AK Antony said:

The construction of the first, second and third submarine commenced in December 2006, December 2007 and August 2008 respectively. As per the contract signed with Mazagaon Docks Limited (MDL), the first submarine is scheduled to be delivered in December 2012 and thereafter, one each every year till December 2017. On account of some teething problems, absorption of technology and delays in augmentation of industrial infrastructure and procurement of MDL purchased materials (MPM), slippage in the delivery schedule is expected. The delay in scheduled delivery of submarines is likely to have an impact on the envisaged submarine force levels.

In February 2010, during DEFEXPO 2010, DCNS in a press release stated:

The first pressure hull of the first submarine is now completed and the structures are well advanced.

DCNS will complete the delivery of combat system equipment for the first submarine this year, the following ones will be delivered one every year

In June 2009 it was reported that the project had fallen 2 years behind schedule and France had hiked up the price of some key components resulting in a per boat price increase from $500 million to $600 million.

While I agree that the defence shipyards are in no way innocent, the truth is that P-15A program has been dogged with repeated changes in specifications particularly in weapons fit for some time. Originally, the project was initiated with a preliminary weapons and sensor fit which was then changed by the Navy. I distinctly remember that the ship was supposed to originally have the old top plate and rawl radars and shtil sam system. With the change in the systems fit and with Barak NG running late thanks to "corruption" charges and consequent delay in the testing phase of the system, it is but natural that such inordinate delays happen. It is worth noting that unlike Indian navy, the PLAN have a much more sensible acquisition philosophy where they broadly follow the USN system of tranches with later upgrades planned from inception. IN however does not have the luxury of home made weapons and sensor systems and thus cannot plan from the beginning for such eventualities. Thus to blame MDL is like blaming the symptoms. It is necessary to identify the disease and try and find solutions. I am very hopeful with the P-28 program as for the first time, most of the weapon and sensor systems are going to be indigenous and should provide for a much quicker development of next tranches (of the total 12) once the teething problems indian industry/ DPSU's are facing currently get resolved.
