Kaveri has TWR under ISA+20C conditions. Even F414 in this condition has lower TWR. Also, the dry thrust of F414 is just 58-59kN in ISA conditions. So, the after burner section is the one that gives high TWR. In EJ200 or M88, the dry:wet thrust is 6:9 but in case of F414 it is 6:10.

Kaveri is F414 class as the specifications have been changed since 2006. Otherwise, kaveri had already reached F404 levels in 2012.

India is developing HTSE-1200 which will be 1200kW engine and will be ready by 2020-21. Current ALH engines are 1036kW whereas this will be a serious upgrade to 1200kW which will enable better performance in higher altitude.
