It was never meant for the local police or for para-military police. More than 90% of the abuse occurs due to these elements, and the bad name goes to the military.

Sort of , the most famous case of AFSPA abuse is that of Monorama Devi . Check out the name of the accused . Two of them are naga jawans . Tehelka few years ago reported with pics a incident of killing of a young ex militant in a busy market , all done by local manipuri police commandos. Its the local forces who abuse the law more than IA . However things have changed rapidly now .
AFSPA has nothing to do with race or region . It is just a shitty law which just make everyones life difficult everywhere.
Blame our Gogoi and Ibobi for bringing in the law in the first place , had they opposed, things would have been so much differnt.

Actually, I too had this doubt within me. When AFSPA is free to be enforced upon areas where the civilian Govt has been compromised and when Central Armed Police Forces also get protection under it, why isn't it extended to Maoist ravaged districts?

Or is it that Central Armed Police Forces don't come under it's ambit any more, after the Govt issued directives that ended speculation on the identity of Paramilitary Forces and CAPFs?

I don't know about this. Which directive are you referring to? In any case, I am seriously concerned about the inclusion of para-military policemen who are effectively led by Havildars; they are totally uncontrollable beastly people.

I was referring to the 2011 Policy letter issued by the Home Ministry that defined who/what was meant by Paramilitary Forces and CAPFs. Until then CRPF used to be loosely called as a Paramilitary force.
