Incorrect. The very fact that people that are inconvenienced have not decided to protest shows the discipline of the Indian mass. Modi thought there would actually be chaos, and prepared the police forces, but nothing happened. People stood in line, and quietly went back home when they didn't get money, only to return the next day and repeat the process.

What really happened was people panicked and rushed to banks, so people who really needed cash didn't get it. Take me for example, I use plastics mostly, but the places where I shopped continued taking old notes, so I didn't need to exchange currency. I could catch a taxi to any part of the city and pay without cash. In fact, I haven't seen an ATM since the 8th and I don't plan on seeing one for the rest of the month. So most people didn't need paper, but they went to the bank anyway. The only people who really needed cash were minors/students and poor people, but they have managed quite well.
Tell that to the discipline farmer who just committed suicide. I think this is enuff, you don't seem to have empathy for the majority of your poor and starving Indians. If you had discipline, you won't have to wait so long to fix the ATMs claiming it had to be imported from China. You would ensure and execute the disbursement effectively not making your fellow Indians die of heatstroke.
