I don't care under which category you put BPL card holders since that is irrelevant.

I myself have a BPL card made a LONG time back, and even then I was from the middle class. The person who came to make the card advised my mother to make a BPL card since we had everything to gain and nothing to loose by asking for one. And she took his advice and got a BPL card made.

Point it, BPL card has no relevance when estimating the number of poor in India or calculating our per capita Income. Mean or Median.

A BPL CARD HOLDER is considered poor... and thus it is always there in that number issued by the government...

After Aadhar linking... several people have lost this privilege... that is why the number of poor has decreased drastically in India...
