Which is possible, but only for infos they already have or if there is a real threat. They won't go and spy on Indians in Germany and even less on German citizans, only because these people might be relatives of some extremists in India. The request must be along German laws!

no, we should not follow national laws while spying, other countries dont do it... bad luck he got caught.
your idea of asking german authorities for intel is naive, we need to build capacity and coordinate with other agencies if needed.

well its basically the funding and gatherings which they have to see. Any involvement of ISI there, that is what should be reported. I think in this germany can help India officially.

A few loonies cannot revive this movement,that too sitting in western countries.
Its dead for good and the proof that for almost 20 years there has been no killing or bombing or anything like that proves my point.

I will concede that some villagers of older generation are sympthetic to khalistani cause but they will die soon enough due to age and even this small support will cease to exist
