Indian Navy's Search and Rescue Operations

Indian Navy's search and rescue operations continued for the third day over Southeast Arabian Sea and Lakshadweep and Minicoy islands in the aftermath of Very Severe Cyclonic Storm 'OCKHI'. The ships deployed by the Southern Naval Command include IN Ships Sagardhwani, Jamuna, Nireekshak, Kabra and Kalpeni off the Kerala coast and Sharda , Shardul towards Lakshadweep islands. Besides this three air craft viz, Dornier (Do) fixed wing aircraft, Seaking Helicopter (SK) and Advanced Light Helicopter (ALH) were also deployed throughout the day.

A total of 84 personnel have been rescued over the last two days which includes 62 by aircrafts and 22 by ships. Additionally, transfer of two dead bodies was also effected through ALH to Thiruvananthapuram after being picked up by INS Sagardhwani.

Of the 62 people rescued by naval aircraft 8 personnel were transferred to Kochi in batches of 04 after being picked up 20 Nautical miles southwest and 80 nautical miles west of Kochi respectively. Those evacuated to Kochi were given preliminary first aid at naval clinic at INS Garuda before being handed over to the civil administration. The rest of the rescued persons have been transferred to Thiruvananthapuram.

INS Shardul from Kochi is heading towards Minicoy islands with Humanitarian assistance and disaster relief (HADR) “bricks”, which includes water, dry provisions, medical equipment, blankets, diving team, generators, salvage equipment, desalination and decontamination kits, diving team and has a Chetak helicopter embarked. The relief material would sustain 2000 persons for over a period of seven days. INS Sharda is heading towards Kavaratti islands with HADR material sufficient to last for more than seven days for 500 people. The ship while proceeding to the islands, saved nine lives from a capsized boat in distress enroute.

Naval ships fom Mumbai, INS Chennai, Kolkata and Trikand have also sailed out from Mumbai for Lakshadweep and Minicoy (LAM) islands with HADR material sufficient for approximately 5000 persons and would last for more than seven days. Androth and Kavaratti are reported to be experiencing strong winds of 40-60 knots coupled high swells of 3-4 metres with a sea state of 5-6. All the ships are expected to reach LAM by morning tomorrow

In addition to the aircraft from Kochi, the P8I aircraft from Arakkonam with greater reach is being used to maintaining a close vigil continuously over the sailing ships and provide inputs if any. The areas close to coast would continuously monitored using DO aircraft from Kochi.

Over the last two days, the Navy has rescued 84 fishermen from the turbulent seas off Kerala while the Coast Guard saved 71 lives.

The Navy also recovered two bodies, which were handed over to the civil administration in Thiruvananthapuram.

Coast Guard ship Samar was instrumental in the rescue of five Tamil Nadu fishermen, who were dropped off at Vizhinjam. A Coast Guard helicopter winched up a lone survivor north of Ernakulam.

Indian Navy’s Search and Rescue Operations

Even as Indian Navy's search and rescue(SAR) operations are in full swing for the fifth day on 04 Dec 17, the Navy Day, over Southeast Arabian Sea and L& M islands in the aftermath of Very Severe Cyclonic Storm 'OCKHI'. Eight naval ships, including frontline ships from Western Naval Command INS Chennai, Kolkata and Trikand, were deployed for rendering assistance to the affected islands. In addition, all aircraft at the disposal of Southern Naval Command, including long range maritime reconnaissance aircraft P8I of Eastern Naval Command, were deployed throughout the day.


Disaster Relief material was disembarked at Minicoy on 03 Dec and at Kavaratti and Kalpeni on 04 Dec by Indian Naval Ships Sharda and Chennai. A total of 4 tonnes of disaster relief material including dry provisions(rice, dal, salt, dehydrated potato and onion), water, blankets, raincoats, disposable clothes, mosquito nets and dhurries has been handed over to the local administration by INS Dweeprakshak and Naval Detachment Minicoy. Disaster relief material of dry provisions and ready to eat meals are also being dispatched to Bitra lsland by Indian Naval Helicopter from INS Dweeprakshak at Kavaratti. The naval personnel of Naval Detachment Minicoy are assisting the local populace and administration in clearing the road and distributing food and rations to the local populace.


INS Kolkata rescued nine persons from FV(Fishing Vessel) Island Queen 70 miles off Bitra Island. The boat was reported missing since 15 days. The crew were found to be in satisfactory condition and their request for food, water and seamanship items was immediately met by the ship. Based on their request, the boat was escorted for 2 hours into fair weather. All the fishermen were found to be hailing from Thoppampadi, Kochi.


A naval Sea King helicopter from Kochi was deployed at Kavaratti island. The helicopter is being extensively used to transfer men, material between the islands. In the meantime INS Kalpeni brought back eleven Kerala fishermen rescued by INS Jamuna and INS Nireekshak to Kochi.


INS Shardul has disembarked all HADR material at Minicoy. The ship is equipped with Diving team and naval helicopter for carrying out additional SAR operations. The relief material would last for 2000 people for seven days.


INS Trikand on completion of search and rescue efforts in the assigned area is proceeding to Bitra Island with HADR material. The ship is expected to reach the island by morning of 05 Dec. The relief material carried would meet the necessities of islanders till situation improves.


All LAM islands are under the cover of Indian Naval ships and aircraft with rescue and relief operations in full swing. The lndian Navy is determined to bring back normalcy to the L&M islands most expeditiously. The swift and timely actions of Indian Navy has saved 148 lives at sea, which includes the 11 fishermen picked up by the Indian Naval ships Jamuna, Nireekshak and Sagardhwani earlier send brought ashore by INS Kalpenion 04 Dec, besides providing material support to more than 5000 citizens affected by the unique Very Severe Cyclonic Storm over Southeast Arabian sea and L&M Islands.


All other ships at the disposal of Indian Navy would continue the Search and Rescue operations and provide relief till normalcy is restored. All the SAR activities are being carried out in coordination with central agencies.

Relief Operations

Southern Naval Command continued ‘OP Sahayam’, an Indian Navy exercise for undertaking Search and Rescue (SAR) and providing Humanitarian Assistance and Disaster relief (HADR) material support, over Southeast Arabian Sea and L& M islands in the aftermath of Very Severe Cyclonic Storm 'OCKHI'. Nine naval ships including frontline ships from Western Naval Command INS Chennai, Kolkata and four types of aircraft including long range maritime reconnaissance aircraft P8I, Dornier, SeaKing and Chetak were continued to be deployed over an extended SAR area up to 300 miles west of L& M islands and 450 miles off Kerala coast.

On 05 Dec 17, late night, the P8I aircraft carrying out surveillance detected fishing vessel St Damian which was drifting away at 180 miles Northwest of Kavaratti and directed INS Chennai to provide assistance. The thirteen member crew were taken onboard Chennai early morning on 06 Dec and provided with food, water and medical aid. The boat was towed and handed over to Coast Guard Ship Shoor as part of “Op Synergy” since boat engine had become unserviceable and could not be repaired at sea despite best efforts by the team of INS Chennai.

On 06 Dec 17, based on request from fishing community, INS Kalpeni embarked six local fishermen from Kochi and INS Kabra embarked two fishermen from Kollam to join the ongoing SAR efforts and to facilitate guided search for missing fishing vessels, based on specific inputs provided by these fishermen. Both naval ships will return to Kochi post completion of the search operations as per guidance offered by the fishermen onboard.

INS Jamuna positioned at Kavaratti has provided 12000 litres of fresh water as requested by L&M administration. The HADR material required for the island has already been delivered by INS Chennai.

INS Sharda, which had returned to Kochi for refueling has now embarked materials such as 2000Lts fresh water, medicines, food, emergency lights, petrol, portable 10 KVA power generators, tool kits, Boiler suits etc as requested by Minicoy administration. The items will be delivered in the morning on 07 Dec 17.

Minicoy, which was the most devastated island, is quickly returning back to normalcy with the naval contingent present there actively involving themselves in activities such as clearing of roads, cutting of fallen trees, distribution of rations to villagers, distribution of HADR items, cleaning of premises of relief camp and clearing path for Helipad etc. The swift and timely action of Indian Navy has thus far provided assistance to 187 persons at sea, besides saving 148 lives and undertaking evacuation of three bodies from deep sea.

All search and rescue activities are being conducted in coordination with central agencies.

Yesterday’s Cyclonic Storm over east-central Arabian Sea moved north-northeastwards, weakened into a Deep Depression in the afternoon and into a Depression during late evening of yesterday, the 5th December, 2017. It continued to move north-northeastwards, weakened further into a well marked low pressure area and crossed south Gujarat coast during the early hours of today. It further weakened and lay as a low pressure area over south coastal Gujarat and neighbourhood at 0830 hours IST of today, the 06th December 2017.

No adverse weather likely due to this system.

Realised Weather:

Light to moderate rainfall occurred at most places over south Gujarat region and north Maharashtra with isolated heavy rainfall. Light to moderate rainfall also occurred at many places over Saurashtra and north Gujarat region. Chief amounts of 24 hr cumulative rainfall ending at 0830 IST of 06 Dec. 2017 are given below.

Depression over Southeast Bay of Bengal (1430 hours)

The Depression over southeast Bay of Bengal & neighbourhood moved northwestwards and lay centred at 1130 hrs IST of today, the 06 December, 2017 near Latitude 8.8º N and Longitude 88.3 ºE, about 1120 km to the southeast of Machillipatnam and 1200 km south-southeast of Gopalpur. The system is very likely to move northwestwards and reach Andhra Pradesh coast around 8th December evening. The system is likely to intensify further into a deep depression during next 48 hours. However, there is a probability of slight weakening of the system when it reaches near Andhra Pradesh coast.



Warnings:

· Rainfall at most places with heavy to very heavy falls at isolated places very likely over Andaman and Nicobar Islands during next 24 hours.

The Chief Minister admits that the State has no standard operating procedures for managing natural disasters.

The supermoon on December 3 and not Cyclone Ockhi per se was responsible for the rise in seawater level that damaged Goa'’s coastline and beach shacks, according to Chief Minister Manohar Parrikar.

At a press briefing post a Cabinet meeting, when asked about the State’s disaster management preparedness, Mr. Parrikar admitted that the State had no standard operating procedures (SOP) in place for managing such crises and natural disasters. The required SOPs were being worked out, he added.

“The reason for the seawater level rise is simple. It is because there was a supermoon that day. Many people did not realise this. Supermoon means the biggest tidal effect. So as it is, even if there was no cyclone, you would have had the tide and most of the tide would have entered the shacks,” he said.

“So first of all, this incident would have taken place even without a cyclone, because the water would be much higher than normal high tide. It is a special day; on that day it happens. With cyclone impact, some rise in water level added up. So the damage was slightly more,” he said.

Nearly a dozen beaches along the State’s 100 km coastline were affected by the rise in seawater level on December 3 night. This led to sand erosion in many places and damage to beach shacks, temporarily erected eateries on beaches, which cater to the tourists, especially foreigners.

Responding to criticism of the State government for poor disaster response mechanisms, Mr. Parrikar said, “At present, there is no SOP in place. So today we discussed. I have asked Revenue Minister to work out the SOPs. This is the biggest problem. So people do not know what to do next.”

“This is one of the best thing I learnt from the Army. Everywhere, even if they have to shave, they will have SOP. How the clothes have to be tied. What should be the colour of the clothes,” Mr. Parrikar said recalling his experience as Defence Minister.

He said that he ould definitely take the help of defence experts while putting in place a strong and responsive disaster management mechanism.

Defence Minister Nirmala Sitharaman on Monday said search and rescue operations in high seas would not be stopped or diluted till all fishermen missing since Cyclone Ockhi hit Kerala shores were brought back safe.

Naval ships, helicopters, Coast Guard vessels and Air Force planes are engaged in the rescue and relief operations to track down the 100-odd missing fishermen.

Talking to reporters after a meeting with Chief Minister Pinarayi Vijayan to review steps taken by the Centre and the state, Ms. Sitharaman said, “Search and rescue operations will continue...There will not be any dilution of operations.”

“We want to make sure that each and every fishermen who had gone from Kerala comes back safe,” the minister, who had earlier visited Vizhinjam and Poonthura fishing hamlets, from where most of the fishermen have been reported missing, said.

Through proper channel, Kerala can send its recommendations with regard to hike in compensation to families of fishermen who had lot their kin and equipment, she said, adding she would brief the Home Minister and Agriculture Minister on the ground realities here.

“They (fishing community) are in deep distress.. I can see it,” she said.

Ms. Sitharaman said fishermen who had gone much before the cyclone warning, probably 15 days ago, had been spotted in the sea and were given food and water.

“So I will not lose hope even for a minute.. If boats that had gone 15 days ago had come back with fishermen alive, we will make every attempt to bring everybody back,” she said.

The demand of the fishermen to include some of their men in the rescue team has been accepted and already 11 of them have joined the Navy boats and helicopters, she added.

It was an emotionally charged atmosphere at the two fishing villages as women wailing and weeping for the safe return of their husbands and brothers came together to hear the minister, while the men folk raised slogans.

“I speak with folded hands...Please listen to me peacefully...The warning was given on November 29...We started search operations from November 30...The Navy, Coast Guard and Air Force began their work. Many people were saved,” she said.

“Many people have come back to their families...We have not stopped searching for them even now,” she said, adding war ships are also engaged in search operations.

In a tweet on Sunday, she had said the Navy rescued 121 fishermen from Kerala and Air Force rescued 15. While the Coast Guard saved 114 from Kerala, merchant vessels and trawlers saved 36 off the coast of Kerala and Lakshwadeep islands.

A government release said 1,687 houses had been damaged completely while 2,814 houses suffered partial damage.


Tamil Nadu on December 6 said as many as 4,501 houses in cyclone Ockhi-hit Kanyakumari have suffered partial and full damage and relief to the tune of ₹41 lakh has been provided in this regard so far.

A government release quoting Revenue Secretary B. Chandramohan said 1,687 houses had been damaged completely while 2,814 houses suffered partial damage. The assessment of the damaged houses was complete in the district, it said.

A relief of ₹5,000 each has been deposited in the bank accounts of owners of 325 houses that were damaged completely, while 1,002 houses that suffered partial damage have been provided ₹4000, totalling ₹41 lakh, the release said.

The process of verifying the bank account details of the rest of the house owners who have suffered losses was on and once it was completed, the relief amount will be deposited within two days after that, it added.

Further, assessment of the extent of damage to paddy crops, coconut trees, plantain crops, rubber plantation and spices will be taken up from today by teams comprising officials from the departments of Revenue, Agriculture and Horticulture.

These efforts were being undertaken on ‘war-footing,’ Mr. Chandramohan was quoted as saying.

Last week, Cyclone Ockhi battered Kanyakumari, severely crippling normal life, particularly affecting scores of fishermen.

Defence Minister Nirmala Sitharaman visited the district on December 3, reviewing the search and rescue operations of the missing fishermen by the Indian Navy, Coast Guard and Air Force.

Senior officials of the State government are also camping in the district and overseeing the relief and rehabilitation efforts.

The Kerala government on Wednesday decided to maintain a registry of its fishermen and install GPS and other tracking as well as life-saving gadgets on their vessels to limit damages in the wake of natural calamities like cyclone.

The move comes amid confusion over number of fishermen went missing after cyclone Ockhi lashed the state’s coast on November 30.

The state’s Left Democratic Front government claimed 92 persons were missing while the Latin Catholic church that wields much influence among Kerala’s fishermen community put the figure at over 200.

“We have decided to maintain a registry (of fishermen) and install life-saving devices in their vessels. We have also announced a cyclone relief package for them. It was an unexpected calamity,” chief minister Pinarayi Vijayan announced after a cabinet meeting.

He reiterated that the state government did not receive any prior warning on the impending cyclone, hinting that the central agencies were to be blamed for the loss of lives and properties in the state.

“We received the first warning on the noon of November 30. By the time warning came, cyclone started lashing the state’s coast. We need to be alerted at least three days in advance to carry out relief works,” he said ruling out any lapse on the part of the state government.

Even the central ministers did not make any such charges, he added.

The state government’s rescue and relief efforts came under fire from the residents of coastal belt who staged protests, alleging the response to the crisis was tardy.

Meanwhile, a joint rescue team saved 46 fishermen marooned along Kerala and Lakshadweep coasts while two more bodies were recovered, taking the death toll in the state to 33.

Defence minister Nirmala Sitharaman said the rescue operations will continue till the last man is saved from the sea even as the Left parties accused Prime Minister Narendra Modi of being indifferent to the plight of the cyclone victims from southern states.

“He had no time to address people from the southern states who bore the maximum brunt of the cyclone, but took to tweeter to appeal for help when it was expected to land in his own state,” said CPI(M) state secretary Kodiyeri Balakrishnan.

“He is the Prime Minister of the country and not the PM of Gujarat,” he added.

The people of Gujarat and the state administration on Wednesday heaved a sigh of relief as Cyclone Ockhi dissipated over the Arabian Sea, sparing the poll-bound state.

The cyclone was yesterday headed towards Gujarat after leaving a trail of destruction on the southern Indian coast.

The cyclone yesterday passed the Mumbai coast and much to the relief of the people in Maharashtra's capital, it just brought rains and there was no loss of life or damage to property.

As per an early morning release by the India Meteorological Department (IMD), the cyclonic storm first turned into a 'deep depression', then into a 'depression' and finally into a 'low pressure' area after midnight.

"The depression over east-central and adjoining north-east Arabian Sea weakened into a well-marked low pressure area over east central Arabian sea and adjoining areas of north-east Arabian Sea, north coastal Maharashtra and south coastal Gujarat at 2330 hours yesterday," the release said.

The cyclone dissipated over the sea before hitting the Gujarat coast, said Jayanta Sarkar, the director of the MeT Centre here.

"The cyclone did not reach Surat at all. It dissipated into the sea before making a landfall on the southern coast. From deep depression, it became a depression, then became a well marked low pressure.

Now, it is just low pressure. It may bring light to moderate rain in some parts of state today," said Sarkar.

As per the IMD release, the sea condition would be rough along and off south Gujarat and adjoining north Maharashtra coasts during the next 12 hours.

"Fishermen along and off north Maharashtra and south Gujarat coasts are advised not to venture into sea during the next 12 hours," the release said.

Till last evening, there was a fear that Cyclone Ockhi may hit Gujarat coast by midnight. However, the cyclone lost its strength and turned into a 'deep depression' when it was around 240 km away from Surat.

The cyclone later turned into a 'depression' when it was still away from the coast and gradually weakened into a well marked low pressure by this morning.

To face the eventuality in view of the cyclonic storm, the state government deployed teams of the National Disaster Response Force (NDRF) in several parts of south Gujarat and Saurashtra.

The government also alerted the Air Force, Coast Guard and Navy. Amid his busy poll campaign schedule, Gujarat Chief Minister Vijay Rupani and state chief secretary J N Singh rushed to Surat yesterday to oversee the relief operations.

Around 1,600 people were also shifted to safer locations, as a precautionary measure. — PTI

Search, Rescue and Rehabilitation post OCKHI

Southern Naval Command continued to undertake Search and Rescue (SAR) operations and providing Humanitarian assistance and disaster relief (HADR) material support, over Southeast Arabian Sea and L& M islands in the aftermath of Very Severe Cyclonic Storm 'OCKHI' for the eighth consecutive day. Nine naval ships and four types of aircraft (P8I surveillance aircraft, Dornier aircraft, Seaking and ALH helicoters) continued to be deployed for Search and Rescue.

INS Jamuna provided fresh water in excess of 12000 Lts today at Kavaratti even as work is in progress to repair the damaged desalination plant. The ship would be providing fresh water to the island for next five days.

INS Sharda reached Minicoy in the morning on 07 Dec 17 with consignment of HADR material comprising fresh water, medicines, food, clothing and blankets. In addition, the ship had also carried other essentials like emergency lights, petrol, portable 10 KVA power generators, UPS, rechargeable torches, tarpaulin, electrical tool kits, boiler suits and a Public address (PA) system with speakers. However, the items could not be delivered today due to non availability of barge from Minicoy and these will now be delivered on 08 Dec 17.

INS Shardul, while proceeding from Minicoy to Kochi encountered a stranded Singapore registered Tug “Bes Power” at 35 miles off Minicoy. The Tug was on passage from Oman to Maldives when it ran into bad weather due to cyclone ‘Ockhi’. The drifting vessel had exhausted its entire fuel. Shardul promptly transferred 45 tons of fuel for the Tug to continue its passage to Maldives.

INS Kalpeni, with six local fishermen embarked, undertook guided search for missing/ fishing vessels in distress for the second day at “Bassas de Pedro”, a traditional fishing area. The fishermen who embarked INS Kabra returned on completion of search that did not find any further fishing vessels in distress/ survivors. INS Kabra is continuing its planned search operations over Southeast Arabian Sea.

Normalcy is being restored on a war footing at Minicoy, with the naval contingent working 24X7. In addition, A relief camp was established to distribute the relief materials ferried by naval ships to all 11 villages through their ‘Moopans’ (village heads) as requested by the administration of Lakshadweep. Other maintenance activities such as clearing of fallen trees, cleaning of premises of jetty area, Navodaya School, relief camp and Fisheries department premises are being undertaken in full vigour by the naval personnel present there.

Based on information received about fishing boat with15 fishermen off Lakshadweep being in need of assistance, Coast Guard ship Abhinav approached the boat and provided it with fresh water and provisions. The boat has been identified as FB Thiru Churulai which is now proceeding towards Kochi on its own as it did not want any other assistance.

Earlier in the day two dead bodies were recovered by Coast Guard Ship Vaibhav about 100 nautical miles off Alappuzha which is being handed over at Vizhinjam. A total of 12 ships including two from Mumbai and two types of aircraft (Dornier fixedwing and Chetak helicopter) are being employed by the Coast Guard for the operations

The Depression over southeast Bay of Bengal & neighbourhood moved north-northwestwards with a speed of about 20 kmph during past 6 hours and lay centred at 1130 hrs IST of today, the 07 December, 2017 near Latitude 12.2º N and Longitude 87.9 ºE, about 840 km south-southeast of Gopalpur and 850 km to the east-southeast of Machillipatnam. The system is very likely to move north-northwestwards and reach north Andhra Pradesh and south Odisha coasts around 9th December morning. The system is likely to intensify further into a deep depression during next 24 hours. However, there is a probability of slight weakening of the system when it reaches near north Andhra Pradesh and south Odisha coasts around 9th December morning.

An Indian Navy ship engaged in search and rescue operations in the aftermath of Cyclone Ockhi today located about 17 boats with over 180 people off Lakshadweep coast.

A Defence spokesman said INS Kalpeni was sent to Off Sesostris Bank/Bassas de Pedro a traditional fishing area off Lakshadweep Island based on Naval P8I aircraft's inputs about the boats.


"She has located about 17 boats with 180 plus people.All these boats reported safe," he said.


He said the people in the boats intended to continue fishing as they have not encountered the cyclone at all.

In a coordinated effort by the maritime recce aircraft P8-I and naval ship Kalpeni, 21 fishing boats carrying over 180 fishermen were spotted by the Navy at Bassas de Pedro, a traditional fishing area off the Lakshadweep group of islands.

The aircraft had detected the boats and the vessel was directed to inspect the area, the Navy said.

“The fishermen and the boats were safe, unaffected by Ockhi, and wished to continue fishing in the area. Kalpeni, with six local fishermen embarked from Kochi, subsequently continued its guided search for missing fishing vessels for the third day off the Bitra and Androth islands,” it said.

The Southern Naval Command continued its post-Ockhi search, rescue and relief operations for the ninth day in a row over the southeast Arabian Sea and the Lakshadweep and Minicoy islands.

“The search area was extended up to the Maldives based on inputs that some Indian fishermen could be stranded there. INS Mumbai, which was on its routine operational deployment in the area, was entrusted with the additional task to carry out search off the Maldives. It has been confirmed by the ship that no Indian fishermen are stranded in the area. It has also been ascertained through official channels that no Indian fisherman has reached the Maldivian shores.”

“OCKHI” Operations

‘OP Sahayam’ of Southern Naval Command persisted for the tenth day on 09 Dec 17 over Southeast Arabian Sea and L& M islands. Ten ships and all aircraft have continued the search and rescue (SAR) operations with same zeal to bring succour to fishing community and sea farers. In the past 72 hours, search area was increased up to the coast of Maldives. However, no stranded boats, fishermen or floating bodies have been found in this duration.

INS Kalpeni returned to Kochi after completing 96 hours of assisted search by six local fishermen it embarked on 06 Dec 17. The ship carried out an exhaustive search in areas extending up to 150 miles Northwest of L& M Islands to the coast of Calicut and therafter Kochi. The search effort did not find any distressed fishing vessels or floating bodies. It was observed that normal fishing activity has resumed in substantial strength especially between Kochi to Calicut.

INS Kabra, INS Sagardhwani and maritime reconnaissance aircraft P8I were deployed off the coast of Allepey and south of Thiruvananthapuram, based on inputs received from Kerala State administration of floating bodies in the area.

INS Sujata equipped with Portable Mobile Morgue boxes, sailed out from Kochi on 09 Dec 17, for enabling it to bring bodies if found during the search operations. Thiruvananthapuram Sub collector Divya S. Iyer along with four local fishermen would be embarking the ship at sunrise on 10 Dec 17 off Vizhinjam port for joining the deep sea search operations, while Indian Coast Guard Ship Abhinav which arrived off Vizhinjam in the evening on 09 Dec 17 embarked 10 fishermen from pozhiyoor for co-ordinated search. The search is expected to continue up to 72 hours. A Total of three lakh twenty five thousand square miles have been searched and sanitised by Indian Naval assets for providing SAR since the calamity ‘Ockhi’ struck the L & M islands and Southeast Arabian Sea.

INS Jamuna continued replenishment of fresh water in excess of 14000 Litres today at Kavaratti. The Humanitarian assistance and disaster relief (HADR) materials and medicines carried by INS Sharda were distributed in the Minicoy islands. Life is slowly becoming normal at the L& M Islands with the schools reopening. No further help other than the provisioning of daily fresh water at Kavaratti Island is being sought by the civil administration from the Navy.

‘OP Sahayam’ of Southern Naval Command persisted for the eleventh day on 09 Dec 17 over Southeast Arabian Sea and L& M islands. Nine ships and all available aircraft have continued the search operations. Long Range Maritime Reconnaissance aircraft P8I searched over entire Maldives. Fishing community had estimated few vessels to be stranded in the islands of Maldives. Expeditious clearance was obtained through diplomatic channels to fly over Maldives and calls were given on Very high frequency (VHF) Radio. Officials have also confirmed that Maldivian local undertook search and have not located any fishermen on the islands.

INS Sujata equipped with mobile morgue boxes, embarked four fishermen and deputy Tehsildar Mr Mohan Raj on 10 Dec 17 at Vizhinjam port for joining the deep sea search operations. The search is expected to continue up to the satisfaction of the fishermen.

INS Subhadra, another naval vessel under routine deployment, identified twelve crew onboard two Tamil Nadu registered fishing vessels Milkyas & Felaxia about 90 miles Northwest of Bitra island of Lakshdweep group of Islands. The fishermen requested assistance for drinking water and 1500L was transferred to them. The ship, in its further search encountered two capsized fishing vessels, Annei and AVM EP Turai and investigation revealed no survivors onboard. This has been intimated to the State Governments.

The Reverse Osmosis (RO) plant which provides fresh water to the islands is yet to be made functional and hence Indian Navy continued with replenishment of fresh water in excess of 70000 Ltrs to Kavaratti

Over Four lakh square miles have been searched/ sanitised by Indian Naval assets for providing SAR since the calamity ‘Ockhi’ struck the L & M islands and Southeast Arabian Sea.

14 boats from the islands, carrying 163 fishers, scheduled to reach Kochi today
The operations to bring back fishermen stranded at the Lakshadweep islands following Cyclone Okchi began with the first batch of 50 people reaching Kochi on Saturday.

Officials said the 50 fishermen, which included 45 from Tamil Nadu, reached Kochi on board MV Kavaratti, a passenger vessel owned by the Lakshadweep administration. The Kerala government made arrangements for their onward journey to their native places. Besides the ship, 14 fishing boats stationed on the islands have left for Kochi and are slated to reach Kochi by Sunday morning. As many as 163 fishermen are on board the boats. The remaining fishermen stranded on the islands will be brought back in the coming days.

Probe launched

The Coastal police in Fort Kochi have launched a probe into the death of four persons whose bodies were found in the sea.

“Cases have been lodged for unnatural death and DNA samples sent for examination to confirm their identity,” said T.M. Varghese, Circle Inspector.

Regarding the fishermen missing from the region, the official held that they were yet to receive any complaint to this effect.

Before cyclone

“We have reports of some boats leaving for deep-sea fishing days before the cyclone. However, none of them reportedly encountered any problem and they are expected to return to Kochi soon,” the official added.

The Coastal Police has deployed two boats for search and rescue of fishermen in the aftermath of the cyclone. Three days ago, they rescued 11 fishermen on board a fishing vessel stranded in sea following a technical snag, about one nautical mile off Kochi.
